President Lee Jaemyung has appointed attorney Kwon Changyoung of Jipyung Law Firm as the second comprehensive special prosecutor. Special Prosecutor Kwon will investigate additional suspicions that emerged during the three major special prosecutor investigations (insurrection, Kim Keonhee, and the death in the line of duty of a Marine).

The Blue House spokesperson's office announced this on the 5th through a press notice. President Lee's appointment of the special prosecutor is a measure taken under the Act on Appointment of a Special Prosecutor for the Investigation into Insurrection, Foreign Exchange Crimes and Abuse of State Power by Yoon Sukyeol and Kim Keonhee.

Special Prosecutor Kwon graduated from the Department of Physics at Seoul National University and completed the 28th Judicial Research and Training Institute course. He served as a judge at the Seoul Administrative Court, the Seoul Western District Court, and the Seoul Southern District Court, and worked as an editor and secretary for the Supreme Court's Labor Law Practice Research Association.

Special Prosecutor Kwon was recommended by the Cho Kuk Innovation Party. The Democratic Party of Korea nominated attorney Jeon Jooncheol, who served as a prosecutor for 16 years, as a candidate for special prosecutor, but President Lee chose Special Prosecutor Kwon.

The second comprehensive special prosecutor investigation will additionally look into suspicions such as the "Noh Sangwon notebook," which were not covered by the three major special prosecutor investigations. The investigation period is up to 170 days, including a 20-day preparation period. The number of dispatched prosecutors can reach up to 251.
