A public-led residential complex with 18,000 housing units will be established in the Gangnam area of Seoul. The Ministry of Land, Infrastructure and Transport announced on February 1 that it will designate and officially notify 2.02 million square meters in Wonji-dong, Sinwon-dong, Yeomgok-dong, and Naegok-dong in Seocho-gu as the 'Seoripul 1 Public Housing District' on February 2. This project was highlighted by the government as a priority in the September 7 policy measures last year.


The Seoripul 1 Public Housing District is the largest public housing project to be promoted in Seoul in 15 years, following the Naegok District during the Lee Myungbak administration. Like the Naegok District, it will be developed by lifting restrictions on greenbelt zones. This marks the start of large-scale public housing site development in Seoul, which has so far relied on redevelopment projects. Since public supply will be directly provided in Gangnam, where private supply has been limited, it is expected to help stabilize housing supply and demand.


The Ministry of Land, Infrastructure and Transport explained, "We plan to promote a supply plan focused on affordable public housing, providing a housing ladder for future generations such as young people and newlyweds." The goal is to begin sales in 2029.


The Seoripul 1 District consists of land that had been designated as greenbelt and military protection zones. Residents have demanded compensation measures, citing decades of restrictions on their property rights, and some have expressed concerns about possible delays in the project. The Seoul Metropolitan Government also conveyed to the central government its opinion to exclude areas facing strong resident opposition from development.

Nevertheless, the district designation process was completed in just over a year. After the resident viewing period in November 2024, consultations with Seoul City and Seocho-gu, a strategic environmental assessment and disaster impact review, and a public interest review by the Central Land Expropriation Committee were conducted, and the project passed the Central Urban Planning Committee on January 22. The Ministry of Land, Infrastructure and Transport plans to immediately begin procedures such as establishing the district plan with Korea Land and Housing Corporation (LH), the project implementer, and to promptly carry out subsequent steps such as surveying existing structures, in order to accelerate the move-in schedule as much as possible.


The Seoripul 1 District is located in the Gangnam area of Seoul, where housing demand is most concentrated. It is adjacent to Cheonggyesan Entrance Station on the Shinbundang Line and Yangjae Station on the GTX-C line, and offers easy access to all parts of Seoul via the Gyeongbu Expressway and Gangnam Circular Urban Expressway. It is also close to advanced industrial facilities such as Hyundai Motor Company headquarters and the Yangjae AI Future Convergence Innovation District.


On the same day, the district plan for the 'Seoul Namhyun Public Housing District' (42,000 square meters) in Namhyun-dong, Gwanak-gu, was also approved. The site, which previously housed old military apartments, will be redeveloped to supply a total of 832 units, including 446 public housing units and 386 military apartments. Located near Namtaeryeong Station on Subway Line 4, sales are scheduled for 2028.


Kim Youngguk, Head of the Housing Supply Promotion Headquarters at the Ministry of Land, Infrastructure and Transport, stated, "The Seoripul District is the largest public housing site development to be promoted in Seoul in 15 years since the Naegok Public Housing District. The Namhyun District is also a significant project as it simultaneously promotes public housing supply and modernization of military apartments. We will focus all our efforts to ensure speedy progress."
