On the afternoon of January 29, President Lee Jae-myung discussed 45 citizen-focused policies with his aides during the Senior Secretary Meeting. President Lee described these as "policies that the public can easily feel and that are helpful in daily life," and urged for swift action.
Kang Yoo-jung, spokesperson for the Blue House, announced this during a briefing at the Chunchugwan press center later that afternoon. According to her, President Lee reviewed the specific details of 45 citizen-focused policies that were prioritized based on public perception surveys during the Senior Secretary Meeting. These policies, which are closely related to people’s daily lives, are scheduled for implementation in the first half of this year.
Top priorities include making the cancellation button for subscription services prominently visible, strengthening safety management for electric scooters, expanding the scope of the account payment suspension system, introducing secure asset management for seniors with dementia or disabilities, and requiring notification of the most optimal mobile communication plans.
President Lee showed particular interest in expanding the application of the account payment suspension system to reduce new types of phishing crimes, such as those involving investment guidance chat rooms. He asked, "Is there any way to detect and crack down on transaction accounts used for crimes in advance, such as borrowed-name accounts?" He emphasized the need to thoroughly block the outflow of criminal funds and provide relief for victims.
There were also "priority tasks" that, while recognized as necessary, were considered relatively lower in importance and urgency. These included establishing reservation deposit standards to prevent no-shows, expanding income-contingent student loans, introducing youth future savings accounts, and implementing expedited reviews for artificial intelligence (AI) and advanced bio intellectual property (IP) rights.
Regarding the expedited IP review system, President Lee stated, "The revenue that can be generated far outweighs the personnel costs required to hire additional examiners, which will greatly benefit national finances." He instructed, "In the medium to long term, rapidly proceed with a significant increase in personnel, which currently stands at around 1,100 people."
He emphasized, "The success of state affairs depends on the magnitude of changes that the public can truly feel," and urged for "steady and rapid implementation of tangible improvements, even in the smallest aspects of everyday life."
