Mayor Lee Hyun-jae: "Full Resumption of Halted H2 Site Development... Construction to Begin by 2030"

Lee Hyun-jae, Mayor of Hanam City, announced on January 22 at the 'Dialogue with Residents of Sinjang 2-dong' held at the Sinjang 2-dong Administrative Welfare Center that the development project for the H2 site in Changwoo-dong, which had been halted due to environmental assessment grade regulations, will be fully resumed through the revision of the greenbelt release guidelines.

Mayor Lee strongly expressed his commitment to resuming the H2 site (around 108 Changwoo-dong), the key issue in Sinjang 2-dong, through regulatory innovation. The H2 site covers approximately 162,000 square meters, and a basic planning study is currently underway.


Mayor Lee emphasized, "In the past, the project was at risk of being canceled due to strengthened regulations, but we are now preparing a basic plan for project implementation by revising the guidelines to allow greenbelt release when water pollution management measures are established," adding, "We aim to finalize the basic plan in March this year and begin construction in December 2030, making it the core axis of development for Hanam City and Sinjang 2-dong."


Regarding improvements to the educational environment, he shared specific progress on the establishment of a separate Hanam Office of Education.


Mayor Lee explained, "I received a commitment from Lim Taehee, Superintendent of Gyeonggi Provincial Office of Education, to prioritize the separation of the Hanam Office of Education as the top priority," and added, "We have already secured temporary office space within the Hanam Welfare Town and are swiftly proceeding with the administrative procedures for its opening."


The city is also accelerating infrastructure expansion projects to improve living conditions in the old downtown area.


Mayor Lee stated, "The first phase of undergrounding 410 meters of power lines around Sinjang Market will soon be completed, and all utility poles will be removed," and promised, "We have secured the budget for the second phase, which connects Namhan High School to Dongbu Elementary School, and will significantly enhance the safety and aesthetics of the old downtown."


He also mentioned the 2.7-kilometer walking trail around Mount Geomdan, created with an investment of 850 million won, and expressed his intention to improve incomplete sections to make it a representative relaxation space for residents.


In addition, Hanam City is pursuing various measures to address inconveniences experienced by residents in their daily lives. For example, the restrooms at Eunbangul Park have already been remodeled to separate entrances for men and women in response to resident requests. The city is also reviewing a system improvement to allow books borrowed from other libraries to be returned via the manual return box at the smart library for user convenience.


Furthermore, Mayor Lee promised to actively consider the opinions of a Namhan Middle School student who suggested student-led project planning for the community, support for venues and supplies for sharing activities, and the establishment of regular communication channels during the Q&A session, pledging a future for Hanam led by its youth.


During the dialogue with residents of Gambuk-dong held in the afternoon, Mayor Lee defined Gambuk-dong as the "gateway to Hanam City" and began active communication to address local issues.


Mayor Lee stated, "I am firmly committed to working with the belief that Gambuk-dong is the gateway to our Hanam City," and added, "The Dongnam-ro connecting road is scheduled to start construction in 2027 and open in 2030. Once the Dongnam-ro connecting road is established, I believe that adjacent roads must naturally be connected as well." Hanam City plans to invest about 15.6 billion won to carry out the 'Urban Planning Road Jung-ro 3-500 (Gamunari Section 2)' construction in line with the completion of Dongnam-ro.


Regarding the traffic inconveniences that have arisen since the opening of the Sejong~Pocheon Expressway, he said, "There are issues with the road system, which I recognize as a major challenge," and added, "We will continue to consult with Korea Expressway Corporation to find a solution."


Regarding city gas supply, Mayor Lee stated, "We are working to supply Gwangam-dong in the second half of this year." In particular, about the Simgakgol Village mentioned during the Q&A session, he explained, "Although it is a region with various difficulties, we will review it step by step."


In addition, the city is minimizing resident inconvenience through field-oriented administration. The sidewalk blocks near Araetbaedari, which are in poor condition, will be replaced by March 2026, and a sidewalk will be installed at the Saemaeul Village bus stop in Gwangam-dong after consultation with Korea Expressway Corporation.
