Legalization of National AI Control Tower and Integrated Provision of Training Data
Lowering Barriers for Corporate Demonstration by Opening Public Research and Facilities
The national AI policy framework will be fully implemented on a legal basis. The Ministry of Science and ICT announced that, starting January 22, the Framework Act on Artificial Intelligence and its enforcement decree will come into effect, establishing a comprehensive industrial support system that encompasses national AI governance, research and development (R&D), and on-site demonstration.
First, the control tower for national AI policy has been clearly defined by law. The enforcement decree details the composition and operation of the National Artificial Intelligence Strategy Committee, and stipulates the establishment of the AI Officer Council, subcommittees, special committees, and a support team under the committee. This structure is designed to enhance policy coordination and execution among ministries and to ensure the consistent implementation of national AI policies.
Institutional support for AI research and development and training data provision has also been strengthened. The government has reflected the scope and standards of government support projects in the enforcement decree to secure leading AI technologies and build data infrastructure, and will establish and operate an "Integrated Provision System" for supplying training data. This system will be managed by the Minister of Science and ICT, with clearly defined functional requirements for data utilization to enhance its effectiveness.
The demonstration infrastructure for expanding the adoption and utilization of AI by companies will be significantly reinforced. The enforcement decree specifies policy measures to support the adoption and use of AI by companies and public institutions, and provides administrative and financial grounds for opening research and testing facilities owned by public enterprises, government-funded research institutes, and national and public universities to companies. As a result, companies will have easier access to opportunities to demonstrate and validate AI technologies in real-world environments.
The government has evaluated that the implementation of this law has established a full-cycle support system, covering everything from AI policy planning to technology development and field application. The Ministry of Science and ICT stated, "The Framework Act on Artificial Intelligence is a law focused more on industrial promotion than regulation," and added, "Through the establishment of governance and the strengthening of R&D and demonstration infrastructure, we will systematically enhance the competitiveness of the domestic AI industry."
