GH Launches Emergency Management Support for Jeonse Fraud Victim Properties... Applications Accepted Until March 6

The Gyeonggi Housing and Urban Development Corporation (GH) is recruiting applicants for its Emergency Management Support Program for Jeonse Fraud Victims, operated through the Gyeonggi Province Jeonse Fraud Support Center. Applications will be accepted from January 21, 2026, to March 6, 2026, at the relevant city or county departments where the affected properties are located.


The Emergency Management Support Program is designed to address urgent residential environment issues, such as safety hazards or the need for rapid restoration, faced by tenants who have fallen victim to jeonse fraud and are unable to contact or locate their landlords.


The support is divided into two categories: 'Safety Management' and 'Maintenance.' The Safety Management category covers fire safety and elevator maintenance in vacant units within the affected buildings.


The Maintenance category includes: ▲ construction work to ensure safety for fire protection, elevators, and electrical systems; ▲ restoration work for waterproofing, leak repair, and plumbing; and ▲ other related construction. The support amount is up to 5 million won per individual unit and up to 20 million won for common areas.

Previously, the Gyeonggi Provincial Council amended the relevant ordinance last year to provide a legal basis for carrying out maintenance on affected properties without the landlord’s consent.

As a result, Gyeonggi Province and GH supported a total of 79 cases, covering 289 households last year.


This program, first implemented nationwide by GH, is being recognized as a new model for supporting victims of jeonse fraud. Major metropolitan governments, including Seoul, Daejeon, Daegu, and Busan, are making inquiries to benchmark the program.


This year, GH plans to improve its support system for safety management costs for all vacant units, expand assistance for affected tenants, and thoroughly address any gaps in overall property management.


Kim Yongjin, President of GH, stated, "It is our role to provide practical assistance so that victims of jeonse fraud, who are suffering due to landlord neglect, can live in a safe residential environment. We will continue to listen to the voices of victims and take the lead in alleviating housing insecurity."
