Shin Eui-jun Proposes Four Key Tasks Including SOC Preliminary Feasibility Study Exemption

Shin Eui-jun, a member of the Jeonnam Provincial Council (Democratic Party of Korea, Wando 2), urged that the special law on administrative integration of Gwangju and Jeonnam should include a large number of special provisions reflecting the unique characteristics of Jeonnam.


On January 19, at the 'Jeonnam-Gwangju Administrative Integration' meeting between the Jeonnam Provincial Council and the executive branch held in the Choui Room of the Jeonnam Provincial Council, Assemblyman Shin stated, "The special law on administrative integration should be designed to reduce regional imbalances and lay the foundation for Jeonnam's future growth."

On this day, Assemblyman Shin identified several key tasks that must be included in the special law: special provisions for the management and development of uninhabited islands, exemption from preliminary feasibility studies for national road SOC (social overhead capital) projects, improvement of the administrative system for the entry and exit of seasonal workers, and expansion of agricultural disaster index insurance.


He especially focused on the management of islands, which are a representative asset of Jeonnam. Assemblyman Shin emphasized, "Out of 3,390 islands nationwide, about 2,018 are in Jeonnam, and among them, 1,741 are uninhabited islands, but many have been neglected. Special provisions must be included so that Jeonnam Province can systematically manage, preserve, and develop not only inhabited islands but also uninhabited islands."


He also called for SOC special provisions to improve accessibility in Jeonnam. Assemblyman Shin argued, "For the Wando~Goheung coastal tourism road SOC project currently underway to proceed quickly, special provisions such as exemption from preliminary feasibility studies are necessary." Governor Kim Young-rok also expressed his intention to actively work towards making the exemption possible.


Improvements to the seasonal worker system were also proposed. Assemblyman Shin pointed out, "Foreign seasonal workers must register as foreigners within 90 days of entry, but they have to travel long distances to immigration offices in Mokpo or Yeosu. The system should be improved so that immigration administrative work can be handled at the city or county level through the establishment of separate counters or delegation of authority."


To respond to damages to aquaculture caused by the climate crisis, he urged that agricultural disaster index insurance be expanded to include the fisheries and livestock industries, thereby establishing a disaster response system encompassing agriculture, fisheries, and livestock.


In response, Governor Kim Young-rok stated, "I agree with the proposal to include both inhabited and uninhabited islands in preservation and development," expressing his intention to review the relevant matters.
