On January 20, the Incheon city government announced that it has added electric scooter (personal mobility device) accidents as a new coverage item under the citywide Citizen Safety Insurance, which covers all residents.
The death benefit for electric scooter accidents is set at 10 million won, and in the case of permanent disability, insurance payments are provided up to a maximum of 10 million won. According to statistics from the National Police Agency, the number of personal mobility device traffic accidents in Incheon was 74 in 2022, 71 in 2023, and 75 in 2024.
Starting this year, the Incheon Citizen Safety Insurance has also expanded its coverage to include foreign nationals of Korean descent who have registered their domestic residence, allowing them to be covered during their stay in Incheon.
The city has been operating the Citizen Safety Insurance since 2019. Residents registered in Incheon are automatically enrolled without any separate procedure, and coverage is provided for disasters and accidents even if they occur outside the city.
This year, the number of coverage items has increased from 14 last year to 16. The main coverage includes: ▲ Death or permanent disability due to natural disasters (including heatstroke, sunstroke, and hypothermia) ▲ Death or permanent disability due to explosion, fire, or collapse ▲ Death or permanent disability from injuries sustained while using public transportation ▲ Death or permanent disability from injuries caused by robbery ▲ Medical expenses for injuries in school zone traffic accidents ▲ Death or permanent disability from injuries sustained while using chartered buses ▲ Emergency room treatment expenses for dog bite accidents ▲ Death or permanent disability due to social disasters ▲ Death or permanent disability from personal mobility device (including shared mobility) accidents. The maximum coverage amount is up to 20 million won.
Insurance claims can be filed within three years from the date of the accident or the date of diagnosis of permanent disability. Victims or the bereaved families of deceased victims can apply directly to the Korea Local Finance Association, the insurer, and after review, the insurance payment will be made.
