Annual "Disaster Victim Recovery Status Survey" to Be Conducted
In the event of a large-scale disaster, victims and their families will be able to receive comprehensive support at a single location. Additionally, an annual survey will be conducted to assess the experiences of those affected by disasters and their recovery status.
The Ministry of the Interior and Safety announced on January 20 that the Cabinet has approved a partial amendment to the "Framework Act on the Management of Disasters and Safety" containing these provisions.
First, in the case of a large-scale disaster, the head of the Central Disaster and Safety Countermeasures Headquarters will now have the authority to establish and operate a "Central Joint Disaster Victim Support Center" at the disaster site. This support center will provide a comprehensive range of services for disaster victims and their families, including: provision of information related to recovery, emergency relief and psychological support, funeral and medical assistance, financial, insurance, and legal counseling, as well as guidance on procedures for applying for victim support.
This amendment is expected to enable prompt and systematic support in the event of large-scale disasters, such as the December 29, 2024 passenger plane crash and the massive wildfires in North Gyeongsang, South Gyeongsang, and Ulsan in March last year.
Furthermore, an annual "Disaster Victim Recovery Status Survey" will be conducted. This survey will target victims of large-scale disasters and will assess their disaster experiences and their physical, psychological, social, and economic recovery after the disaster. The results of the survey will be used to develop effective support measures in various areas, such as disaster psychological recovery and relief supplies.
Yoon Hojoong, Minister of the Interior and Safety, stated, "The government will establish a more meticulous and comprehensive support system so that victims and their families affected by disasters can return to their daily lives as quickly as possible."
