Continuous Monitoring of Households at Risk of Solitary Death
Detecting Changes in Electricity Usage... Receiving Strong Response
Gapyeong County in Gyeonggi Province will expand its 'AI Check-in Reliable Service' this year, a program designed to detect early warning signs in single-person households at high risk of solitary death and prevent accidents. By utilizing artificial intelligence (AI) technology to continuously monitor households at risk, the initiative aims to close welfare gaps more effectively.

With the 'AI Check-in Reliable Service' now entering its third year and its effectiveness confirmed in the field, Gapyeong County plans to expand the program to a total of 120 households this year.
This service is a collaborative effort involving Korea Electric Power Corporation, SK Telecom, and Haengbok Connect. If no change in electricity usage of mobile communication devices is detected in a single-person household for a certain period, the system considers it an abnormal situation and initiates a step-by-step verification process.
First, the AI phone service checks in with the resident. If there is still no response or the resident's well-being cannot be confirmed, the control center follows up with a direct phone call. If any abnormality is detected at this stage, Haengbok Connect immediately visits the household to check in person and promptly notifies the responsible staff at the township office and county hall.
Lee Jeonga, Director of Welfare Policy, said, "The AI-based check-in service plays a significant role in reducing welfare blind spots and protecting the safety of vulnerable groups. We will continue to build a comprehensive care system by integrating digital technologies."
Gapyeong County plans to gradually expand the number of beneficiaries and continue the project to strengthen its system for continuously monitoring households at risk of solitary death.
