Eunpyeong District Simultaneously Obtains Two Safety Management System Certifications

First Among Local Governments... Four Times the Average Number of Disaster Response Personnel in Seoul

On January 19, Eunpyeong District in Seoul (Mayor Kim Mikyung) announced that it had become the first basic local government in the country to simultaneously obtain both the international standard occupational health and safety management system certification, ISO 45001, and the Serious Accident Punishment Act Compliance Certification System (SCC).

This certification is significant as it officially recognizes that Eunpyeong District's disaster and safety management policies-such as organizational restructuring, the expansion of professional personnel, and field-oriented inspections-have led to tangible results.


In January of this year, Eunpyeong District reorganized its former Urban Safety and Construction Bureau into the Safety City Bureau, thereby strengthening its disaster and safety management functions. The district has established an integrated safety management system that covers both industrial and everyday environments, prioritizing the prevention of serious accidents above all else.


As a result, Eunpyeong District received ISO 45001 certification in June of last year, followed by SCC certification in December. While ISO 45001 focuses on preventing major industrial accidents and SCC targets the prevention of serious public accidents, obtaining both certifications simultaneously is notable for establishing an integrated safety management system that encompasses both workers and residents.


In October of last year, Eunpyeong District conducted a joint safety inspection of new construction sites with the Ministry of Employment and Labor, and is also working to strengthen its disaster response capabilities by expanding its team of professionals. The district currently has a total of 11 disaster and safety specialists, which is about four times higher than the average of three in other Seoul district governments. The 24-hour disaster and safety situation room is also staffed entirely by disaster and safety professionals.


Mayor Kim Mikyung stated, "Safety is the highest priority that runs through all aspects of administration," and added, "With this certification as a turning point, we will focus all administrative capabilities on disaster and safety management to ensure that not a single serious accident occurs, accelerating the realization of a 'Safe City Eunpyeong.'"
