Gwangyang City Seeks Private Operator for 'Baealdo Starlight Camping Site'

Onbid Electronic Bidding from January 15 to 22
On-site Briefing Session to Be Held on January 19

Gwangyang City in South Jeolla Province announced that it will conduct a public bidding process to select a private operator for the efficient management of the 'Baealdo Starlight Camping Site' and to revitalize tourism.


This bidding will be conducted through an open competitive process, and participation is only possible via electronic bidding through Onbid, the Korea Asset Management Corporation's electronic asset disposal system.

The Baealdo Starlight Camping Site, which is the subject of the bid, is located within the Baealdo Waterfront Park. The facility covers a total area of 14,638 square meters and is equipped with 100 camping sites including 10 caravans, as well as various amenities such as restrooms, showers, and dishwashing stations.


The permit period for use is three years from the date of approval, and the minimum bid price is 25,896,000 won per year (including VAT).


Those wishing to participate in the bidding must attend a mandatory on-site briefing session to be held at 2:00 p.m. on January 19 at the management office (86 Myeongdang-gil, Gwangyang City). Failure to attend will result in disqualification from the bidding process.


Bid submissions will be accepted via Onbid from 10:00 a.m. on January 15 to 5:00 p.m. on January 22, and the opening of bids will take place at 10:00 a.m. on January 23 at the bid execution officer's PC in the Gwangyang City Tourism Division.


Eligibility to participate is limited to individuals or organizations residing in Gwangyang City with at least six months of experience operating a camping site as of the announcement date, and who meet all relevant requirements such as business registration and camping site operation registration in accordance with applicable laws.


The successful bidder will be the one offering the highest price above the minimum, and if there are two or more bidders with the same highest price, the winner will be selected through a random draw conducted by the Onbid system.


The selected operator must bear all costs necessary for the maintenance and management of the facility, as Gwangyang City will not provide any separate budgetary support. In addition, the operator will be required to develop and operate tourism products in connection with the adjacent facility, 'Seomjingang Starlight Sky (Zipline)', and must remit to Gwangyang City an amount equivalent to 1% of the previous year's sales revenue (including VAT) annually as a fund for expanding the camping site facilities.


A Gwangyang City official stated, "Through this public bidding, we aim to select an operator with experience and expertise to enhance service quality, strengthen the competitiveness of our tourism resources, and promote stay-type tourism, thereby contributing to the revitalization of the local economy. We encourage active participation from interested operators."
