On January 15, Gumi City, North Gyeongsang Province, held the "Appointment Ceremony for New Civil Servants with Their Families" at the city hall's main auditorium, attended by 150 participants including new civil servants, their families, and senior public officials.
This appointment ceremony, departing from traditional formats, was organized as an occasion for families to participate, allowing new civil servants to share the moment of embarking on their public service journey with their loved ones, thereby reinforcing their sense of duty and responsibility.
During the ceremony, new civil servants received a Welcome Kit containing items such as wildfire duty uniforms, civil defense uniforms, and tumblers, which can be used both at work and in daily life. This gesture was intended to foster a sense of belonging and pride as members of the organization.
Gumi City has introduced changes to the initial department placement process. Since 2024, the city has implemented an AI competency assessment to analyze the thinking styles, behavioral characteristics, and individual capabilities of new civil servant candidates.
By comprehensively reflecting the assessment results along with each candidate's academic background, job preferences, and work history, the city assigns new civil servants to their initial departments, helping them quickly adapt to their work by leveraging their strengths. Gumi City plans to continue operating its AI-based personnel system to further enhance the objectivity and efficiency of talent placement.
Support for on-site adaptation is also being provided. Gumi City operates a "Public Service Adaptation Mentoring Program," matching 21 senior civil servants at grade 7 or above, including those recognized for excellence in proactive administration, as mentors to new probationary civil servants in a 1-to-3 ratio.
Mentors not only pass on practical know-how and work tips but also serve as advisors on organizational culture and public service values, helping new civil servants settle in smoothly.
In the long term, the city aims to strengthen expertise through a "Career Roadmap for Public Officials." Starting with initial placement based on AI competency assessments, the city has established a step-by-step growth path from practitioners to managers by linking the K-specialist system for nurturing experts in each field and the operation of specialist and professional positions. Performance-based personnel policies, such as expanding important job grades, are also being implemented to foster a workforce of dedicated public officials.
Gumi City Mayor Kim Jangho stated, "I sincerely welcome all new appointees starting their journey in Gumi," and added, "We will spare no effort in supporting you so that you can settle in Gumi and develop your capabilities as public officials."
