Laying the Foundation for Fair and Transparent Contract Administration
Promoting Mutual Growth for Local Businesses
Uiryeong County in South Gyeongsang Province announced on January 15 that it will implement a "private contract quota system" starting in 2026 to ensure fair and transparent contract administration and to enhance equity among local businesses.
The private contract quota system is designed to systematically manage and adjust the annual amount and number of private contracts, in order to prevent excessive concentration of contracts with specific companies. The aim is to provide fair opportunities for a greater number of local businesses to participate in contracts and to increase overall trust in contract administration.
Through the introduction of this system, the county expects to strengthen the fairness of private contracts, prevent the concentration of contracts with specific companies, encourage balanced participation by local businesses, and enhance the transparency of contract administration.
To improve the effectiveness of the system, the county held meetings over two days, from December 18 to 19, with key departments at the main office and with representatives from 16 agencies (including the public health center, agricultural technology center, facility management office, and 13 towns and townships). During these meetings, opinions from the field were gathered and used to develop practical operational standards.
The private contract quota system will be applied to construction projects under the general account with a contract value of 22 million won or less, which are eligible for single-person private contracts.
The annual quota by agency is set as follows: 200 million won per company for the main office; 100 million won per company for the public health center, agricultural technology center, and facility management office; and up to four contracts per company per year for each town and township.
A county official stated, "The private contract quota system is intended to institutionally enhance transparency in the contract process and to create a foundation for balanced participation by local businesses. The system will be implemented starting in 2026, and we plan to analyze the results of its operation over the coming year in order to refine and establish improved standards by 2027."
