Hampyeong County Wins Excellence Award in Local Regulatory Innovation Performance Evaluation

Sweeping Both Central and Provincial Evaluations in Regulatory Innovation

Hampyeong County in South Jeolla Province announced on January 15 that it has secured a special grant of 100 million won after winning the Excellence Award in the county category for basic local governments in the '2025 Local Regulatory Innovation Performance Evaluation' organized by the Ministry of the Interior and Safety.


The performance evaluation is conducted annually for 243 local governments nationwide, combining a qualitative expert review (20%) and a quantitative self-assessment (80%).


This year, the number of awardees in the county category for basic local governments was significantly reduced from 19 to 8, making the competition fiercer. Nevertheless, Hampyeong County was recognized for its outstanding achievements and was included in the list of winners.


In the first half of 2025, Hampyeong County discovered 30 innovative projects through the 'Regulatory Reform Idea Contest' and has actively proposed these to central government agencies, thereby fostering a culture of regulatory innovation within the public sector.


In particular, last year, the county focused its administrative efforts on regulatory reforms that local businesses and residents could directly experience, such as easing building coverage ratios in agro-industrial complexes and improving collateral recognition ratios for factories in rural and fishing communities.


As a result, Hampyeong County swept all major central government and provincial-level evaluations in the field of regulatory innovation throughout 2025.


Previously, Hampyeong County achieved a 'grand slam' in regulatory innovation in 2025 by winning the Grand Prize at the 'Local Regulatory Innovation Best Practices Competition' hosted by the Ministry of the Interior and Safety, the Encouragement Award in the 'Regulatory Innovation Outstanding Cities and Counties Evaluation' by South Jeolla Province, and the Excellence Award in the 'Local Regulatory Innovation Performance Evaluation' by the Ministry of the Interior and Safety.


A Hampyeong County official stated, "Regulatory innovation is not just about administrative improvement; it is a key task directly linked to revitalizing the local economy. We will continue to actively identify and address on-site regulations that hinder residents and businesses, striving to make Hampyeong a better place to live."
