On January 14, Shin Sangjin, Mayor of Seongnam City, shared the achievements of the three and a half years of the 8th elected term and announced a blueprint to leap forward as the "Global Hub of Advanced Industries in South Korea" at the 2026 New Year's press conference held in the Hannuri Room of City Hall.

At the press conference, Mayor Shin stated, "The time we have built together has been proven not by slogans but by results," expressing a strong commitment to fulfilling promises made to citizens by the end of his term, based on the achievement rate of 96.1% for his pledges.

Mayor Shin first raised the theme of "fairness and justice."
Regarding the Daejang-dong development case, he emphasized that "all 920,000 residents of Seongnam are victims," and pledged to trace the flow of funds even through shell accounts to ensure that not a single won of criminal proceeds remains unrecovered. Currently, Seongnam City has secured court decisions for provisional seizure and injunctions amounting to approximately 517.3 billion won.
He then mentioned the upcoming "Baekhyeon MICE" project, set to begin construction in March, explaining, "Unlike Daejang-dong, where the public sector only secured fixed profits, Baekhyeon MICE will guarantee fixed profits only to the private sector, while the city will recover all additional profits, serving as a model for 'just development.'" Baekhyeon MICE is expected to be developed as a complex equivalent to 30 soccer fields, becoming a global hub for the Fourth Industrial Revolution.
Mayor Shin stated, "If Daejang-dong was structured so that the public sector only secured fixed profits and the private sector took the excess, Baekhyeon MICE is fundamentally different from the start." He added, "We will develop a large-scale complex equivalent to 30 soccer fields, establishing it as a global hub leading Korea's Fourth Industrial Revolution and a new source of pride for Seongnam."

In the areas of transportation and housing, Mayor Shin promised tangible improvements to residential welfare.
Regarding housing issues, Mayor Shin explained, "33.6% of Seongnam's total area is designated as a greenbelt, and more than half of the city's housing stock is over 25 years old." He continued, "While demand for redevelopment and reconstruction is surging in both the old downtown and Bundang, triple regulatory barriers, including loan restrictions, are placing an excessive burden on citizens."
He added, "We are preparing actionable solutions to alleviate the difficulties faced by those seeking redevelopment and reconstruction due to triple regulatory barriers, including loan restrictions. In the face of citizens' most urgent housing issues, we will not remain constrained by structural limitations and unfair regulations, but will create a just and honest development model."

Regarding the extension of Subway Line 8 to Pangyo, Mayor Shin stated, "It is a 3.9-kilometer section connecting Moran and Pangyo, and the preliminary feasibility study demonstrated sufficient economic viability with a benefit-cost (B/C) ratio of 1.03." He added, "If the main feasibility study is approved, we will actively pursue the installation of Seongnam City Hall Station at the city's expense, which was previously postponed to improve the B/C ratio."
He also pledged to swiftly develop actionable regulatory relief measures for citizens suffering from the government's 'triple regulatory barriers,' such as designation as a speculative overheated district, in relation to the issue of aging housing.
"Dignified End of Life at Home"...Nation's First Welfare Vision Announced
In the areas of public livelihood and welfare, Mayor Shin presented the nation's first vision of a city where "a dignified end of life at home is possible."
This is a "Seongnam-style medical and care linkage model" that allows citizens, if they wish, to receive medical and care services at home as they prepare for the end of life, moving away from a care system centered on nursing hospitals.
He also announced bold policies to stimulate the local economy. Mayor Shin stated, "Starting in March 2026, we will increase the regular discount rate for the Seongnam Love Gift Certificate from 6% to 8%, and during holidays, we will offer a 10% discount and a purchase limit of 300,000 won, bringing warmth to the local economy."

Mayor Shin stated, "The pledge fulfillment rate for the 8th elected term has reached 96.1%, and promises to citizens have been kept not with words but with results." He added, "In 2026, Seongnam will achieve even greater progress centered on artificial intelligence, data, and advanced industries."
Finally, Mayor Shin emphasized, "The dignity of a city is not defined by tall buildings, but by the lives of its citizens," and reiterated, "2026 will be a year when Seongnam achieves even greater progress centered on AI, data, and advanced industries."
