Goyang Offers 10% Discount on Annual Prepayment of Environmental Improvement Charge for Diesel Vehicles

Goyang Special City in Gyeonggi Province (Mayor Lee Donghwan) announced on January 14 that it is operating the "2026 Annual Prepayment System for the Environmental Improvement Charge" for owners of old diesel vehicles and will accept applications until February 2.

The "Annual Prepayment System for the Environmental Improvement Charge" offers a 10% discount to owners of old diesel vehicles who pay the environmental improvement charge, which is normally paid twice a year (in March and September), in a lump sum.

This year, the calculation period for the annual prepayment of the environmental improvement charge is from July 1 of last year to June 30 of this year. Even if there are changes such as vehicle scrapping, deregistration, or address change after prepayment, a refund is available based on the prorated period of ownership.

Vehicle owners who completed the annual prepayment last year will automatically receive the annual prepayment notice this year without a separate application. Those applying for the first time can do so through the Climate and Energy Division of Goyang City Hall or the Goyang City Civil Service Call Center by February 2.

However, if payment is not made within the designated period after applying for annual prepayment, the application will be automatically canceled, the 10% discount will not be granted, and the regular charges for March and September must be paid.

Payment can be made conveniently through bank CD/ATM (cash or credit card), Wetax, Internet Giro, or virtual account transfer.

An official from Goyang Special City stated, "The annual prepayment system for the environmental improvement charge is a way to reduce the burden on taxpayers and to secure stable funding for environmental improvement," adding, "We encourage everyone to apply within the period to receive the discount benefit."
