Easing Green Belt Restrictions Near Gwangmyeong Velodrome
Gwangmyeong City, Gyeonggi Province, announced that on January 13, Mayor Seungwon Park requested support and cooperation from Gyeonggi Province Governor Dongyeon Kim on key city issues, including the expansion of Mokgamgyo Bridge and development near the Gwangmyeong Velodrome.

On this day, Mayor Park, together with Governor Kim-who visited Gwangmyeong as part of the "Gyeonggi Livelihood Economy Field Tour (Daldal Bus)"-as well as National Assemblywoman Ohkyung Lim and provincial and city council members, toured key sites and explained the necessity of major ongoing city projects, calling for active cooperation from the provincial government.
Regarding the city's ongoing Mokgamgyo Bridge reconstruction project, Mayor Park emphasized, "Mokgamgyo Bridge is a critical section that affects the entire vehicle flow in the western region of Gyeonggi," and requested, "We ask Gyeonggi Province to provide financial support, including special adjustment grants."
Mokgamgyo Bridge, which was built in 1984, is now a 40-year-old aging structure. It currently operates as a two-lane road focused on vehicle traffic, resulting in chronic congestion, especially during rush hours.
The city plans to invest 12.7 billion won to completely reconstruct the bridge as a modern four-lane bridge, extending 72.6 meters in length and 22.9 meters in width. Basic and detailed design work is currently underway, with construction scheduled to begin in the first half of 2027 and completion targeted for 2028.
Governor Kim responded, "To ensure the Mokgamgyo Bridge reconstruction is completed within the target period, we will comprehensively review support measures at the provincial level, including the provision of special adjustment grants."
Mayor Park also raised the issue of development near the velodrome. This area is designated as a development-restricted zone (Green Belt), which imposes limitations on development.
Mayor Park stated, "The area around the velodrome has high potential for comprehensive development, combining sports, culture, and recreation," and added, "I hope the province will help devise reasonable development plans so that the area can be better utilized for local improvement and as a space for citizens."
Governor Kim said, "We will first prioritize and implement measures that can be institutionally pursued in consultation with central government ministries," and added, "We will also seek solutions to structural and fundamental issues, such as lifting the Green Belt designation."
