This inspection was carried out as part of a special winter protection period for the homeless. Officials from the city’s Welfare Policy Division conducted intensive patrols around key locations such as Soyo Mountain Tourist Site, Soyo Mountain Station, Jihaeng Station, Bosan Station, as well as under bridges and subway viaducts, including Soyo Bridge.

This initiative went beyond simple patrols, serving as an opportunity to strengthen the social safety net by identifying and providing protection for homeless individuals facing survival threats during the winter at an early stage.

A Dongducheon City official stated, "Homeless individuals can find themselves in life-threatening situations during a cold wave," adding, "We will make greater efforts to protect vulnerable groups, including the homeless, so that all citizens can have a safe and warm winter."
