Seoul Metropolitan Office of Education Selects Outstanding Active Administration Cases for the Second Half of the Year

Eight Outstanding Administrative Cases Selected in Areas Including Multicultural, Neulbom, and Underprivileged Students

The Seoul Metropolitan Office of Education announced on January 7 that it has selected a total of eight outstanding cases at the '2025 Second Half Proactive Administration Best Practices Competition'.


This competition was organized to promote a culture of proactive administration throughout the public sector and to enhance the pride of public officials. The Office of Education conducted a three-stage selection process: a first review by the Proactive Administration Working Committee, a second round of voting by the Seoul Education Citizens' Participation Group, and a final review and resolution by the Proactive Administration Committee, including case presentations. Through this process, eight outstanding public officials were ultimately selected.


The Grand Prize was awarded to Jo Seohee, Supervisor at the School Life Education Division of the Eastern District Office of Education, for the case titled "Ensuring Multicultural Students Are Not Unfairly Treated: School Violence Case Interpretation Service - Operation of the Eastern Ondundun Interpretation Support Team." The case was highly evaluated for signing financial business agreements with two local Family Support Centers, establishing a pool of interpreters supporting 18 languages at all times, training and operating a volunteer interpretation team composed of residents with migration backgrounds, publishing interpretation manuals for school violence investigations and deliberations, and establishing a system for handling interpretation requests and operating the School Violence Countermeasure Deliberation Committee.


The Excellence Award was given to the case "Securing the 'Golden Time' for Student Safety Through On-Site Customized Digital Innovation and Realizing 'Work Automation' for Staff." This case was recognized for implementing the most suitable system for schools through public-private cooperation, forming and operating a support team for customized on-site assistance, contributing to the Office of Education's budget savings, and creating public social value.


Another Excellence Award went to the case "Turning the Budget Cliff Into Opportunity! Establishing the 'Saekkum Plus (+)' Public-Private-Government-Academia Cooperation Model to Expand Support for Underprivileged Students in Literature, Arts, and Physical Education by Tenfold." This case was recognized for attracting external resources, improving budget efficiency, and expanding the scale of support.


The Encouragement Awards went to three cases: ▲ Developing the nation's first AIoT-based integrated system to transform the school facility management paradigm ▲ Developing and distributing the first-ever Braille Taekwondo textbooks for visually impaired students ▲ Establishing and operating the nation's first 'AI and EdTech Support Team for Teachers with Disabilities' and developing accessibility materials.


The Exemplary Awards were given to two cases: ▲ Establishing a standard for safety and welfare by integrating after-school care and welfare information for vulnerable students ▲ Streamlining administration by converting Seoul students' literacy and numeracy diagnostic tests to CBT (S-PLAN).


Outstanding general public officials will be selectively granted incentives such as the highest grade in performance bonuses, up to five days of reward leave, and cultural gift certificates. Encouragement Award recipients will receive three days of reward leave and cultural gift certificates. Exemplary Award recipients will receive only cultural gift certificates. For education professionals, additional points will be given in the performance bonus evaluation.


Superintendent Chung Geunsik stated, "Proactive administration is an important means for education stakeholders to tangibly experience changes in Seoul's education. I hope that the selection of these outstanding cases will further spread creative and active administration at the field level."
