Yeosu City in South Jeolla Province carried out its regular personnel appointments for the first half of 2026, effective January 7.
The total number of personnel changes is 665, including 137 promotions (5 at Grade 4, 14 at Grade 5, 30 at Grade 6, and 88 at Grade 7 or below), 523 transfers, 1 new appointment, and 4 practical trainees.
Yeosu City adjusted the staffing quota by rank and expanded promotion opportunities to resolve personnel bottlenecks and improve working conditions for lower-ranking public officials.
Promotion decisions were made through multiple meetings by the mayor, vice mayor, and division heads, comprehensively considering outstanding performance within departments, ranking on the promotion candidate list, work execution capabilities, and contributions to city administration.
The five officials promoted to Grade 4 Director (Division Head level) are Gong Joo-sik, Kim Jongpil, Park Heewoo, Shin Youngja, and Yoon Hyunjung (open position).
The 14 officials promoted to Grade 5 Manager (Department Head level) were distributed by job series as follows: 7 in administration, 1 in taxation, 1 in IT, 1 in social welfare, 1 in agriculture, 2 in health, and 1 in facilities. Among them, 4 are female officials.
The personnel transfers involved 5 at Grade 4, 27 at Grade 5, and 491 at Grade 6 or below, totaling 523. With about six months remaining in the eighth popularly elected administration, individuals were assigned to appropriate positions based on their expertise and abilities to maximize achievements in key municipal projects, while also reflecting employees' personnel concerns as much as possible.
Additionally, to ensure the successful hosting of the 2026 Yeosu World Island Expo, the city extended the assignment of existing dispatched staff and allocated additional core personnel with outstanding work capabilities, focusing on continuity of work and strengthening organizational capacity.
A city official stated, "By expanding promotions for lower-ranking officials and improving the treatment of junior public servants, we have sought to boost organizational vitality and morale." The official added, "We will lead the organization with the utmost priority on achieving the goals of the eighth administration, ensuring the successful hosting of the 2026 Yeosu World Island Expo, and revitalizing the local economy."
