'Neighbors in Crisis'... Gijang County in Busan Operates Reward System for Reporting Households in Welfare Blind Spots

Building a Robust Welfare Network Through Resident Participation

Gijang County is operating a "Reward System for Reporting Households in Welfare Blind Spots" to identify households in crisis who are at risk of falling through the cracks of the welfare system at an early stage.


This system was established to quickly identify households experiencing financial difficulties due to unemployment, business closure, illness, or disability, but who are not receiving institutional welfare benefits. It also aims to encourage voluntary interest and participation from local residents.


Eligible reports include Gijang County households registered as residents who have no income or are in crisis situations and in need of assistance due to unemployment, business closure, illness, or disability. Reports can be made by visiting or calling the local administrative welfare center in each town or township, or through the "Welfare Crisis Notification App."


If the reported household is ultimately selected as a recipient of basic livelihood support such as living, medical, housing, or educational benefits, the reporter will receive a reward of 50,000 won per case. However, the annual reward limit per reporter is 300,000 won.


Those who are legally obligated to report crisis households under the Social Security Benefits Act, public officials, the household in crisis, and their relatives are excluded from receiving rewards.


County Governor Jeong Jongbok said, "I hope this reward system for reporting will serve as an opportunity to look out for neighbors in need once again," adding, "We will continue to work towards eliminating welfare blind spots by building a seamless welfare system."
