Busan City Invites Applications for Group Informatization Education Institutions for People with Disabilities This Year

Free, Level-Based and Customized Education for the Digitally Underserved
Recruiting Four Institutions to Operate the Program by January 16

Busan City is seeking organizations to operate informatization education programs aimed at strengthening the digital capabilities of people with disabilities.


Busan City (Mayor Park Hyungjoon) announced that it will publicly recruit educational institutions to be entrusted with and operate the "2026 Group Informatization Education for People with Disabilities" program until January 16.


This group informatization education program provides free, level-based, and customized informatization education for people with disabilities who face difficulties in accessing information. The initiative focuses on enhancing the digital capabilities of people with disabilities and ensuring their access to information.


This year, the city will select a total of four educational institutions. Eligible applicants include nonprofit corporations and social welfare foundations established under relevant laws, organizations and groups with equivalent qualifications, and lifelong education centers affiliated with universities. The selected institutions must be able to accommodate at least 10 participants simultaneously and possess the necessary infrastructure for internet- and mobile-based informatization education.


After document submission, the city will finalize the educational institutions through evaluations by a review committee and the Local Subsidy Management Committee. The selected organizations will receive support for instructor fees and operational expenses. Applications for this public recruitment must be submitted online through the National Subsidy Integrated Management System.


Busan City has provided digital capacity-building education for registered people with disabilities every year. In particular, the program includes practical digital service training essential for daily life, such as using unmanned terminals, kiosks, and mobile banking.


This year's education will be offered to registered people with disabilities and their immediate family members from April to December, spanning nine months. The four educational institutions selected through this recruitment will independently promote the program and recruit trainees, and all courses will be free of charge. Each institution will operate the program for at least 720 hours annually, and the curriculum will be divided into beginner (Internet, Hangul), intermediate (Excel, PowerPoint), and advanced (certification courses) levels. More than 60% of the entire curriculum will consist of mobile utilization courses.


Education on voice phishing and smishing prevention, as well as personal information protection, will also be included in each course to strengthen digital safety competencies. Citizens wishing to participate in the program should contact the selected educational institutions directly.


Park Geunrok, Director of the Busan City Administration and Autonomy Bureau, stated, "We are continuously expanding informatization education to enable people with disabilities to participate in society as digital citizens," adding, "We will actively pursue policies to broaden digital access rights and opportunities for social participation for people with disabilities."


Last year, 2,615 people participated in the group informatization education for people with disabilities, exceeding the target of 2,047 and achieving 127.7% of the goal.
