Seongnam City Selected for Ministry of Land's Senior Welfare Housing Project
28.6 Billion Won Investment... Integrated Care Services to Be Provided
On January 2, Seongnam City in Gyeonggi Province announced that it has been selected for the "Senior Welfare Housing Public Offering Project" organized by the Ministry of Land, Infrastructure and Transport.

Accordingly, Seongnam City will invest a total project cost of 28.6 billion won (45% from the national government, 55% from the city budget) by the end of 2031 to construct senior welfare housing on a 1,277-square-meter city-owned site at 15 Hadaewon-dong, Jungwon-gu. The facility will have one basement floor and seven above-ground floors, with a total floor area of 6,111 square meters.
The senior welfare housing is intended for seniors aged 65 or older who do not own a home. It will be a complex facility, consisting of 91 public rental units, each with a dedicated area of 26 square meters, as well as social welfare facilities.
All units will be equipped with emergency safety and security features, including gateways that connect to emergency services such as 119, activity sensors, emergency call devices, and fire detectors.
The social welfare facilities will occupy a total of 1,500 square meters on the first and second floors of the building. With amenities such as a cafeteria, fitness room, health room, psychological counseling room, and rooms for cultural and leisure programs, residents will be provided with integrated care services.
A "Burum Car" service will also be available, offering vehicles and accompanying assistants (care managers) for residents who need to visit hospitals or public institutions.
The senior welfare housing in Hadaewon-dong is scheduled to begin construction in early 2028, with move-in expected in 2032 upon completion.
The rental deposit and monthly rent are expected to be set at approximately 40% lower than the prevailing market rates in the area.
If a loan is needed to cover the rental deposit, low-interest financing will be provided using 4.7 billion won in investment funds from the Ministry of Land, Infrastructure and Transport.
Eligibility for residency is limited to seniors aged 65 or older without a home, whose income is at or below 150% of the median income.
Once admitted, residents may renew their contracts every two years and live in the facility for up to 30 years.
Shin Sangjin, Mayor of Seongnam, stated, "This senior welfare housing will go beyond merely providing a place to live; it will serve as a model that combines the positive functions of community-based care and welfare services."
