Four Inmates Indicted for Forcible Penile Enlargement Procedure
Charged with Assault After Threatening Cellmate
A member of an organized crime group who assaulted a fellow inmate by threatening him and inserting foreign objects into his body while sharing a cell in a detention center was sent to trial on December 31. Prosecutors uncovered the fact that unlicensed medical procedures were being carried out inside the detention center through a direct investigation while reviewing an inmate's application for suspension of sentence execution.
The 4th Criminal Division of the Seoul Central District Prosecutors' Office (Chief Prosecutor Jeong Daehee) announced that on this day, four inmates at the detention center had been indicted without detention on charges of violating the Act on the Punishment of Violent Acts (joint injury) and the Medical Service Act.
In September, while reviewing a case in which inmate A applied for a suspension of sentence execution, claiming he had injected a substance into his own genitals and developed an infection, prosecutors became suspicious about the circumstances and launched an investigation.
As a result of an on-site investigation into the victim and a search of the cell, prosecutors confirmed that four inmates sharing the same cell had threatened A by saying, "If you don't obey, we will ostracize and harass you as a group," and then forcibly performed a penile enlargement procedure. It was found that B, a former "Millennials & Gen Z gang member" who led the crime, coached two other inmates in detail on how to carry out the procedure.
The prosecution stated, "This was a case with a high risk of being concealed, as the victim and others attempted to hide the facts, but a thorough investigation by the prosecutor clearly established the truth," adding, "We will continue to rigorously perform our duties, including directing the execution of sentences and supporting victims, to fulfill our role as an institution dedicated to uncovering the truth and protecting human rights."
