Expectations for Increased Population Inflow and Improved Settlement Conditions

Sinan County in South Jeolla Province is accelerating its housing welfare policies to overcome the crisis of population decline.
The county recently announced that it has been selected as the final candidate for the 2025 second-half Regional Proposal-Type Specialized Public Rental Housing Project, hosted by the Ministry of Land, Infrastructure and Transport.
This selection is part of a project linked to Jeonnam-style “10,000 Won Housing,” a flagship initiative of South Jeolla Province. With a total project budget of 36.6 billion won, the county will build 90 units of public rental housing, including 60 units for young people and 30 units for newlyweds. This is regarded as a key housing measure to prevent the outflow of local youth and encourage the inflow of new residents from outside the region.
The project site is located in the Eup area of Amhae, where land acquisition has already been completed. Amhae Eup is the administrative center of Sinan County, concentrating administrative and commercial functions. It is also home to various leisure and public facilities, including a cultural and arts center, a public stadium, and a sports park. With convenient lifestyle facilities within walking distance, this so-called “SLSA Zone” location is expected to greatly enhance residential satisfaction among younger generations.
Sinan County plans to focus on reducing housing costs for young people and newlyweds by offering unprecedented rental conditions and a comfortable living environment through this project. In addition to simply supplying housing, the county will operate programs to support residents’ economic independence and income generation. For those wishing to return to farming or relocate to rural areas, tailored settlement support will help them integrate smoothly into the local community.
The residential complex aims to create a “premium living space where life and work are in harmony.” The Amhae Eup area is well-connected to the mainland via the Cheonsa Bridge and boasts beautiful island scenery, offering attractive settlement conditions for young people.
Kim Daein, Acting Governor of Sinan County, stated, “This project selection marks an important turning point in addressing the era’s challenge of population decline,” adding, “We will inject new vitality into Sinan County by attracting and retaining young people and newlyweds as permanent residents.”
The county plans to accelerate the project moving forward, establish a region-specific housing welfare model, and contribute to its nationwide dissemination.
