Construction Halted in 2001 Due to Contractor Bankruptcy
Public Rental Housing to Be Supplied Next Month
Icheon City in Gyeonggi Province will resume construction on an apartment complex that has been left abandoned for 25 years after work was halted due to the bankruptcy of the construction company.
On December 31, Icheon City announced that it had completed approval for changes to the project plan for the long-abandoned apartment complex located at 355-7 Ihwang-ri, Janghowon-eup, and that construction could resume as early as February next year.

This apartment complex received project approval in November 1998 for a development of 930 units in a building with one basement level and 16 above-ground floors. However, construction stopped in 2001 at 50% completion after the contractor went bankrupt, and the site has remained abandoned for 25 years. As a result, local residents have continuously raised complaints about the negative impact on the cityscape and concerns over safety hazards.
The city plans to carry out site maintenance and safety measures before resuming construction as early as February next year. The apartments will be built as public rental housing, and recruitment for tenants is scheduled to begin in January next year, prior to the start of construction.
The city expects that normalizing this project will resolve the long-standing issues of urban blight and safety concerns caused by the prolonged abandonment, while also contributing to housing stability through the supply of rental units.
Kim Kyeonghee, Mayor of Icheon, stated, "We will continue to thoroughly monitor progress at each stage of the project to ensure that it leads to tangible improvements in the residential environment for our citizens."
