Ulsan Pay is making a comeback. It is more than just money exchanged; it represents the smiles of local businesses and the vitality of our neighbors.
The city of Ulsan will issue a total of 234 billion won worth of Ulsan Love Gift Certificates, known as "Ulsan Pay," in 2026.
By offering a basic 10% cashback benefit on payments up to 300,000 won per month throughout the year, the city aims to revitalize local businesses and stimulate consumption.
Ulsan Pay will be available in both card and mobile (QR code) formats. Each person can purchase and hold up to 1 million won per month, and cashback will be provided retroactively at a rate of 10% for payments up to 300,000 won per month.
The city plans to maintain the discount benefits stably, but will adjust the issuance volume and benefits based on the operational results of Ulsan Pay in 2025, taking into account local economic trends and government support policies.
Through this approach, Ulsan Pay will serve as a catalyst for consumption recovery during economic downturns and as a convenient, everyday payment method during periods of economic recovery.
The city will also continue to expand the local gift certificate purchase campaign through public-private cooperation. Led by the Ulsan Chamber of Commerce and Industry, companies, public institutions, and organizations are encouraged to purchase local gift certificates using points, bonuses, or social contribution funds. An additional 5-7% recharge bonus will be provided when purchasing Ulsan Pay, further promoting local consumption circulation.
By joining Ulsan Pay, users will also be able to utilize the delivery service "Ulsan Pedal" and the online shopping mall "Ulsan Mall," strengthening the integration of online-based platforms. A 5% additional cashback benefit will be provided throughout 2026 when using Ulsan Pedal and Ulsan Mall. The city will also enhance support for small businesses by operating a "Visiting Ulsan Pedal Customer Center" and discovering new affiliated stores to expand sales channels.
During periods of concentrated consumption, such as holidays, additional cashback benefits will be provided to traditional markets and Good Price Stores to support local businesses and essential service sectors.
In addition, the city will establish a small business-centered operational principle by restricting use at affiliated stores with annual sales exceeding 3 billion won, and will newly introduce a commendation system to reward individuals, institutions, and organizations that contribute to the activation of gift certificates.
A city official stated, "Through integrated online platform operation and expanded policy issuance, we have confirmed the consumption-boosting effect of Ulsan Pay," and added, "We will continue to develop a collaborative model involving both the public and private sectors, adjusting issuance and benefits to match market conditions, to ensure the ongoing effectiveness of Ulsan Pay."
