Strengthening Expertise in Agriculture and Food... Jeollanam-do Announces Regular Personnel Appointments for First Half of Next Year Jeonnam Provincial Government Office Building View

On December 30, Jeollanam-do Province announced a major round of regular personnel appointments for the first half of 2026 (for positions at the level of director and below, effective January 2), with the main highlight being the promotion of Yoo Deokgyu, Head of the Food and Horticulture Division, to Acting Director-General of the Agriculture, Livestock and Food Bureau.


This round of appointments was carried out due to factors such as merit-based sabbaticals, honorary retirements, promotions to grades 3 and 4, and the transfer of deputy heads of local governments.


According to Jeollanam-do on December 30, a total of 54 officials have either been reassigned or given new positions through this personnel reshuffle, including 11 at the director-general level and 43 at the deputy director-general and division head levels.


First, Lee Sangyong, who returned from training, was appointed as the spokesperson of Jeollanam-do, overseeing media and communications. Current Director-General of Tourism and Sports, Yoo Hyeonho, was appointed as Director-General of the Energy Industry Bureau, while Choi Youngjoo, former Head of the Medical School Attraction Task Force, who also returned from training, will now serve as Director-General of Tourism and Sports.


Jeong Hyeongu, Director-General of the Energy Industry Bureau, has been transferred to serve as Deputy Mayor of Yeosu, and Kim Misun, Head of the Safety Policy Division, was promoted to grade 3 and will move to serve as Deputy County Governor of Jindo. Lee Sangcheol, Director of Planning and Public Relations (Eastern Regional Headquarters), was appointed as Deputy County Governor of Boseong; Kim Juncheol, Head of the Employment and Economy Division, as Deputy County Governor of Gangjin; and Kim Byeongseong, Head of the Aerospace New Industry Division, as Deputy County Governor of Haenam.


Notably, this round of appointments is highlighted by the appointment of a director from the agriculture track to strengthen expertise in the agriculture, livestock, and food sector, and by assigning 12 out of 19 newly promoted grade 4 officials to field-oriented positions in technical and research roles.


The promotion of Yoo Deokgyu, Head of the Food and Horticulture Division, who is recognized as an expert in the agricultural sector within Jeollanam-do, to grade 3 Acting Director-General of the Agriculture, Livestock and Food Bureau, serves as a representative example. It is reported that Yoo is expected to receive a further promotion in rank in about six months.


Jeollanam-do explained that this round of promotions was based on a comprehensive assessment of expertise, work continuity, work performance, and contributions to provincial administration. The province added that transfers were minimized to ensure organizational stability and to strengthen professional capabilities.


Additionally, the province stated that, for the appointment of deputy heads of local governments, priority was given to communication and cooperation between the province and cities/counties, and that individuals with an understanding of the region and field, as well as strong policy implementation and organizational management capabilities, were assigned to these roles.


Meanwhile, Jeollanam-do plans to complete the regular personnel appointments for the first half of 2026 by finishing appointments for team leader-level positions (grade 5 and below) by January 12.
