Hanam City Draws National Attention with Citizen-Centered Innovation in Civil Service Systems
Hanam City in Gyeonggi Province announced on December 30 that, based on its achievement of winning the Presidential Award in the comprehensive civil service evaluation for two consecutive years in 2023 and 2024, it was selected as the host region for the "Consulting on Best Practices for Improving Civil Service Systems" organized by the Ministry of the Interior and Safety. Accordingly, on the 29th, the city held the "Consulting on Best Practices for Protecting Civil Service Employees and Improving Systems" at the city hall situation room, under the auspices of the Ministry of the Interior and Safety.

Hanam Mayor Lee Hyunjae personally presented the city’s best practices for improving civil service systems, including the "One-Stop Civil Service" currently operated by Hanam City and the video civil service consultation system introduced in June. He received a positive response from the attendees. The One-Stop Civil Service is a system introduced to reduce inconveniences for citizens during the civil service process and to enhance administrative efficiency. It focuses on streamlining the response system for complex and repetitive civil service requests and strengthening interdepartmental cooperation to shorten processing procedures.
Following this, Mungyeong City presented its case on the pre-review system, Suwon City introduced its system for appointing specialists to handle malicious civil complaints and its medical expense support program for civil service employees, and Hanam City shared its own case of responding to malicious civil complaints. After the presentations, there was a Q&A session and discussion focusing on each local government’s case, addressing areas for improvement in system operation and practical application on site.
This consulting event was organized to identify and share effective and creative best practices for citizen-centered civil service system operation and for improving the civil service environment, with the aim of spreading these practices nationwide. In addition, by discussing the direction of system operation to strengthen the protection of civil service employees, the event sought to enhance the fairness and efficiency of civil service processing and improve the quality of civil service as experienced by citizens.
The event was attended by officials from the Ministry of the Interior and Safety, including the Director-General for Citizen Participation and Innovation and the Director of the Civil Service System Division, as well as representatives from best practice presentation organizations such as Mungyeong City and Suwon City, and from over 20 consulting applicant institutions nationwide, including Songpa-gu, Gangseo-gu, and Daegu Metropolitan City. Participants gave presentations, held Q&A sessions, and engaged in discussions on the topics of protecting civil service employees and improving civil service systems.
Hwang Myungseok, Director-General for Citizen Participation and Innovation at the Ministry of the Interior and Safety, stated, "Hanam City has continuously made field-oriented improvements across all aspects of the civil service system and has accumulated operational cases that consider both citizen convenience and administrative efficiency. This consulting event was held in Hanam City to share and spread these operational experiences."
Hanam City plans to use this consulting event as an opportunity to share its experiences in protecting civil service employees and improving systems with other local governments and to continuously review and enhance its field-oriented civil administration practices.
Mayor Lee Hyunjae expressed his delight that the consulting event was held in Hanam City, stating that it was an opportunity to share cases of protecting civil service employees and improving civil service systems, and to discuss better directions for civil administration. He added, "We will continue to promote improvements to the civil service system that reflect the voices of citizens and the field."
