The delegation was led by Le Van Cuong, Vice Chairman of the Dien Bien Provincial People's Committee, and included six high-ranking officials such as the Directors of the Department of Home Affairs and the Department of Foreign Affairs. On the Gangwon side, Chairman Kim Sisung, Won Jeyong, Chair of the Social and Cultural Committee, and Provincial Assemblyman Park Gilseon, among others, warmly welcomed the visitors.
During the meeting, both sides broadly explored the potential for future exchanges in areas such as administration, agriculture, and education, and took time to deepen mutual understanding. In particular, they agreed to gradually develop a friendly relationship through ongoing communication, based on the similar geographical and cultural strengths shared by Dien Bien Province, a key region in northwestern Vietnam, and Gangwon Province, a leading model of local autonomy in Korea.
In his welcoming remarks, Chairman Kim Sisung said, "On behalf of the residents of Gangwon Province, I warmly welcome the delegation from Dien Bien Province at this time as we close out the year," adding, "I hope today's first meeting will become a valuable seed for the shared prosperity of both regions."
Vice Chairman Le Van Cuong responded, "I deeply appreciate the warm hospitality extended by Gangwon Province," and expressed hope that "Dien Bien Province and Gangwon Province will become partners in mutual growth through continued communication."
After the meeting, the delegation attended a welcoming luncheon hosted by the chairman to further foster friendship, and will continue their remaining schedule in Korea before departing on January 1 next year.
