Final Report Meeting Held for Basic Plan on Establishing Yeongilman Port Complex Base with North Gyeongsang Province
Aiming to Foster an East Coast Energy Hub Port in Response to Carbon Neutrality and Energy Transition

The sea is no longer just a landscape-it now stands at the forefront of national strategy.


On December 30, Pohang City and North Gyeongsang Province held the final report meeting for the service on the 'Basic Plan for the Establishment of the National Energy Complex Base' in the main conference room, presenting a phased implementation strategy to foster Yeongilman Port as a hub for clean energy production, storage, and supply.


Through this phased strategy, the city plans to develop Yeongilman Port not merely as a logistics port, but as a complex energy port integrating the functions of energy production, storage, utilization, and supply.

The meeting was attended by 15 participants, including officials from Pohang City and North Gyeongsang Province, as well as representatives from academia, research institutes, and related companies, who shared the final results of the service and discussed future directions.


This basic plan was prepared to respond to national energy transition policies such as carbon neutrality and the expansion of renewable energy, and to secure new growth engines through the functional transformation and advancement of Yeongilman Port.


With the goal of developing Yeongilman Port into a national energy hub equipped with clean energy import/export, production, storage, and supply functions, Pohang City conducted the basic plan service from January to December, establishing the overall framework for creating an energy complex base centered on Yeongilman Port.


In the short term, the city plans to establish a carbon-neutral hub port focused on clean energy by creating a support port for offshore wind power and a hinterland complex, and by introducing hydrogen and ammonia. In the long term, it will gradually promote the development of a resource development hub port for the processing and supply of energy resources such as oil and natural gas.


Furthermore, with the establishment of this basic plan, the city intends to concretize actionable tasks linked to the expansion and development of Yeongilman Port, and will actively pursue follow-up procedures and policy responses to incorporate these into national plans such as the National Port Master Plan.


Kim Jeongpyo, Director of Job and Economy, stated, "The establishment of the Yeongilman Port Energy Complex Base will serve as a turning point for Pohang to become a key hub in the East Coast energy supply chain and a central city in realizing the national energy strategy. Moving forward, we will continue consultations with relevant ministries to reflect this in the National Port Master Plan, attract national fiscal projects and public contests, and strengthen public-private cooperation."


As this basic plan marks the starting point for outlining the future functional transformation of Yeongilman Port, the city will focus its capabilities on practical commercialization linked to national energy and port policies. Based on the results of the service, it also plans to enhance project completeness by continuously incorporating feedback from stakeholders and experts through the operation of an energy expert working group.
