Urban Planning and Housing Committees Share Achievements
100 Meetings Held Annually, 411 Agenda Items Reviewed

Seoul Mayor Oh Sehoon met with members of key committees related to urban planning and redevelopment projects, stating, "We will accelerate the pace of housing supply through swift reviews."

On December 30, Mayor Oh held the "2025 Urban Housing Performance Sharing Session (Town Hall Meeting)" at Seoul City Hall with members from four committees: the Urban Planning Committee, the Urban Architecture Joint Committee, the Integrated Review Committee for Redevelopment Projects, and the Integrated Review Committee for Small-Scale Housing Redevelopment.


Mayor Oh emphasized, "The committees' professional judgment and efficient administration, achieved through the expansion of rapid integrated planning and integrated reviews, are the key drivers that practically lead to increased housing supply and innovation in urban spaces."


With the full implementation of rapid integrated planning by the Seoul Metropolitan Government, redevelopment projects have been progressing quickly, and on this day, the major committees shared the achievements they made over the past year.


The four committees held a total of 100 meetings this year, reviewing 411 agenda items. The Urban Planning Committee reviewed 170 items, the Urban Architecture Joint Committee 104 items, the Integrated Review Committee for Redevelopment Projects 50 items, and the Integrated Review Committee for Small-Scale Housing Redevelopment 87 items.


The Urban Planning Committee provides reviews and advisory services on urban planning decisions made by the mayor in accordance with the National Land Planning Act. The Urban Architecture Joint Committee reviews district unit plan decisions under the Seoul Metropolitan Government Urban Planning Ordinance. The Integrated Review Committee for Redevelopment Projects is responsible for reviewing two or more areas related to project implementation approvals under the Urban and Residential Environment Improvement Act. The Integrated Review Committee for Small-Scale Housing Redevelopment conducts integrated reviews of street housing and cluster housing projects under the Special Act on Vacant Houses and Small-Scale Housing Redevelopment.


Mayor Oh stated, "Urban planning and redevelopment project reviews are not simply administrative procedures, but the final decision-making process that draws the future blueprint of Seoul. The matters that citizens care about most-housing supply and the quality of the urban environment-are determined here."


The Urban Planning Committee shared cases of public benefit reviews by Seoul, such as securing infrastructure facilities in Mok-dong Complex 14 to address low birth rates and an aging population, and installing retention basins in Daechi-dong to prevent flooding, in response to disasters and changing conditions. The Integrated Review Committee for Redevelopment Projects shared the results of operating a "fast-track integrated review," which consolidates multiple reviews at the project implementation approval stage into a single process. Compared to individual reviews, this has shortened the project implementation approval period by about 1 to 1.5 years, and the actual review period has also been significantly reduced to an average of about one month.


The Urban Architecture Joint Committee shared cases where it carefully approached the review of special planning zones that reflect the unique characteristics of each district, while also ensuring a unified and efficient environment within district unit zones. The Integrated Review Committee for Small-Scale Housing Redevelopment introduced cases where street housing projects were integrated and converted into cluster towns, resulting in the installation of integrated underground parking lots, expansion of green and rest areas, and improved project viability.


Mayor Oh stated, "We have pursued the dual goals of rapid housing supply and systematic urban space planning through the expertise and dedication of the committee members. These efforts have provided an important foundation for balanced regional development and for seizing the golden time of housing supply. In 2026, the Seoul Metropolitan Government and the committees will continue to work as one team to create a sustainable city that citizens can truly experience."
