Certification Maintained Until 2028... Entire Prize Donated, Spreading Warmth

The Gangwon Special Self-Governing Provincial Office of Education announced on December 29 that it held a ceremony in front of the Office's civil service center for the unveiling of the "2025 National Happiness Civil Service Center Certification" plaque, and that it plans to donate the prize money awarded by the Minister of the Interior and Safety to the Community Chest of Korea.

This event was organized to commemorate the Gangwon Special Self-Governing Provincial Office of Education being selected for the first time as an outstanding institution for the National Happiness Civil Service Center, as well as to reaffirm its commitment to improving the quality of civil service and increasing customer satisfaction.


The "National Happiness Civil Service Center" is a system in which the Ministry of the Interior and Safety comprehensively evaluates 25 items in four categories-internal and external environment of the center, safety, civil service processing, and user experience/satisfaction-to select outstanding institutions and certify them for three years.


With this selection, the Gangwon Special Self-Governing Provincial Office of Education will be certified as a "National Happiness Civil Service Center" from December 2025 to 2028.


The Gangwon Special Self-Governing Provincial Office of Education has continuously worked to improve the environment of its civil service center, prioritizing the convenience and satisfaction of civil service users.


It has established a convenient and safe environment for civil service users through initiatives such as: operating service counters for socially disadvantaged groups; installing chairs and nursing rooms for infants and young children; providing QR codes for sample civil service forms; and operating an electronic civil service center.


Additionally, the Office has strengthened customized services that consider the diverse needs of civil service users, including: dedicated parking spaces for visitors; drive-through (visit-based) civil service delivery; advance reservation services; and dictation assistance for those unable to write. For multicultural users, it also provides translated civil service forms and interpretation assistance services.


Other distinctive initiatives include operating the Gangwon Education Call Center (033-1396), providing an electronic braille service on its website, and improving the certification issuance system by digitizing old academic records. The Office is also leading the digital transformation of civil service and improving information accessibility.


The Office of Education stated that, as a result of being selected as an outstanding institution for the National Happiness Civil Service Center, it will donate the entire prize money of 1 million won to the Community Chest of Korea to support the protection of children and youth from vulnerable groups.


Park Kihyun, head of the General Affairs Division, said, "We will not rest on our laurels after being selected as an outstanding institution for the National Happiness Civil Service Center, but will continue to do our best to improve civil service from a user-centered perspective, creating a happy civil service center that users can trust and be satisfied with."
