2026?2028 AI Transformation Roadmap
Full-Scale Launch of Intelligent Consultation and Workflow Automation
Korea Housing Finance Corporation (President Kim Kyunghwan) has unveiled a mid- to long-term strategy utilizing artificial intelligence to enable the public to access housing finance services more easily and conveniently.
On the 29th, Korea Housing Finance Corporation established and announced the 'HF AX (AI Transformation) Initiative Strategy (2026-2028)'.
This strategy focuses on applying artificial intelligence across all aspects of housing finance operations and realizing service innovations that the public can tangibly experience, in line with the government's policy direction of becoming one of the 'AI G3' (Top 3 AI Powerhouses).
The corporation especially plans to prepare for the full-fledged AI-native era by simultaneously enhancing external service innovation and improving internal staff's understanding and capability in utilizing AI.
To this end, the company has set three core strategies and twelve detailed action tasks: ▲Building AI and data infrastructure, ▲Developing and advancing AI services, and ▲Enhancing organizational AI capabilities and establishing governance. A step-by-step roadmap has also been prepared.
First, a big data platform, which will serve as the foundation for AI services, will be established. By integrating and managing the vast housing finance data accumulated since its founding-such as mortgage loans, mortgage-backed securities (MBS), and housing guarantees-the corporation aims to reduce data access time by up to 80% and improve work efficiency. In addition, a document centralization solution will be introduced to create an environment where unstructured documents, such as internal regulations and manuals, can also be used for AI training.
AI services will also be significantly advanced. The existing scenario-based chatbot will be replaced by an intelligent chatbot based on generative AI, and an 'AI Customer Center (AICC)' capable of providing 24/7, year-round consultations will be established to support call center operations and customer service.
The corporation will continue to improve the performance of its self-developed generative AI, 'HFGPT'. The currently pilot-operated 'AI Agent' will be expanded to automate repetitive and complex tasks, and AI-based Automated Valuation Model (AVM) technology for real estate appraisal will be applied to risk management, driving further innovation in work processes.
The organization will also strengthen its capabilities for sustainable AI utilization. Customized training for all employees will be provided to enhance AI proficiency, and AI ethics guidelines and bias verification systems will be established to create a fair and transparent environment for AI use. Upgrades to security systems and strengthened personal information protection will be implemented in preparation for the transition to the national network security framework (N2SF).
Kim Kyunghwan, President of Korea Housing Finance Corporation, stated, "This AX initiative strategy is not just a digital transformation, but a blueprint for advancing housing finance services in line with the AI era," adding, "By mobilizing our organizational capabilities, we will dramatically enhance the quality of housing finance services and create public service innovation cases that the public can truly experience."
The corporation is also applying AI to civil complaint response work by utilizing its self-developed 'HFGPT' to automatically classify complaint types and draft response templates. This, it explains, not only reduces the workload for employees but also provides the public with faster and more accurate services.
