This year's Top 10 News focuses on resolving conflict issues, transforming urban structure, and changes in various areas closely related to citizens' daily lives, such as transportation, walking, culture, and ecology.
Gosan-dong Logistics Center Project Officially Cancelled... Site to Be Used for Public Housing
The plan to build a logistics center in Gosan-dong, which had been at the center of local conflict for years, has finally been scrapped. In October, the city officially withdrew the Gosan-dong logistics center plan, which had faced ongoing disputes over environmental and traffic issues since its approval in 2021, and decided to use the site primarily for public housing supply. Last year, the city reached an agreement through the nation's first three-party win-win agreement involving the developer, buyers, and the city, to withdraw the logistics facility plan and pursue alternative projects. As a result, conditions have been established to supply a total of 439 units of 'Dundun Jeonse-type Public Housing' through a private new construction purchase agreement project led by Korea Land and Housing Corporation (LH).

Citizens' Forum on Reserve Forces Training Center Relocation Wins Grand Prize for Public Conflict Management
The case of relocating the reserve forces training center through a citizens' forum won the Grand Prize at the '2025 Gyeonggi-do Public Conflict Management Best Practice Competition' in October. This case adjusted conflicts among civilians, government, and military through a process of public deliberation with citizen participation. The city operates the citizens' forum based on the principle of 'support without intervention,' establishing a conflict resolution method grounded in collective citizen intelligence.
Designation as Candidate Site for Free Economic Zone... Changing the Game for Urban Growth
In April, Uijeongbu was finally selected in the 'Gyeonggi Free Economic Zone Additional Designation Candidate Site Contest,' marking a turning point in securing a foundation for future industries. The city has broken free from a structure where overlapping regulations such as overpopulation control zones made industrial infrastructure expansion difficult, and has now established a growth base centered on business activities. The designated sites are Camp Red Cloud (CRC) and Camp Kyle, both returned U.S. military bases. CRC is planned as a complex business hub combining design, media content, and AI industries, while Camp Kyle will be developed as a biomedical cluster linked to nearby medical infrastructure. The city plans to transform from a residential-focused city to one driven by advanced industries.
Comprehensive Development Plan Revision... Boosting Advanced Industry Conversion at Camp Stanley and Camp Red Cloud
In addition, in November, the Ministry of the Interior and Safety finalized the amendment to the 'Comprehensive Development Plan for Areas Surrounding U.S. Military Bases in Korea,' enabling the city to set a new direction for developing returned U.S. military sites. The plan for Camp Stanley has shifted from the originally planned e-commerce logistics complex to an 'IT cluster development project,' establishing a foundation for attracting companies in advanced industries and innovative technologies. Similarly, with the withdrawal of the e-commerce logistics complex plan at Camp Red Cloud (CRC), the vision for utilizing the site for advanced industries has gained momentum.
Emart Traders Store to Open... A Signal of Changes in Daily Life and Commercial Districts
The entry of a large-scale retail facility is set to bring changes to Uijeongbu's living zones. In March, the city signed a business agreement with Emart, a major domestic retail company, to promote local economic revitalization and mutual cooperation. As part of the urban development project for the Complex Cultural Convergence District, 'Emart Traders' will be established on a market site of approximately 72,000 square meters. Such large-scale retail facilities are expected to enhance citizens' shopping convenience, attract floating populations to local commercial areas, and expand Uijeongbu's consumption base and living zones.
100 On-site Mayor's Offices... Changes in Administration Made Together with Citizens
The 'On-site Mayor's Office,' a communication platform where the mayor meets citizens directly to hear their concerns, has surpassed 100 sessions this year. Since its launch in July 2022, the On-site Mayor's Office has continued to listen to citizens' voices and discuss issues at community centers and living spaces. This operation reached its 100th session in July this year, establishing itself as a representative communication channel for on-site administration. The complaints and suggestions received are systematically categorized into resolution, promotion, and long-term review, and are reflected in policies, creating a structure where citizens' daily lives are directly connected to administration.
Announcement of 10 Major Bus Service Innovations... Citizen-Centered Bus Reform
The city's bus system, which is responsible for citizens' daily transportation, will undergo a comprehensive overhaul. In December, the city announced the '10 Major Bus Service Innovations,' restructuring express buses, public buses, Ddokbus (DRT), and student school buses by function. By reducing overlapping and long-distance routes, the city will strengthen connections within living zones and establish a new Uijeongbu city circulation bus to link the eastern and western living areas. In addition, by utilizing an AI-based 'bus data system' to analyze demand, the city plans to scientifically adjust dispatch intervals, routes, and operating times to provide citizens with more accurate and predictable bus services.
Completion of Pedestrian-Friendly Streets around Mangwolsa and Ganeung Stations... From Roads for Cars to Paths for People
Car-oriented roads are being transformed into people-centered streets. The city has completed the creation of pedestrian-focused streets around Mangwolsa and Ganeung Stations, bringing tangible changes to spaces that touch citizens' daily lives. In September, the Mangwol-ro area in Howon 1-dong was renovated into a pedestrian-oriented street by expanding sidewalks and installing raised crosswalks, improving the walking environment. In December, the C.STREET project was completed around Ganeung Station, enhancing school routes, alley walking environments, and community spaces.
Expansion of Urban Ecological Spaces... Creating a City Where People Can Stay at Howoncheon and Jikdong Neighborhood Park
The city is transforming urban nature, such as streams and parks, into spaces where anyone can walk and stay. In March, the 'Jikdong Neighborhood Park Entrance Plaza' was created to connect Hoeryongcheon and the park, enhancing accessibility and openness with a lawn plaza and rest areas. In October, Howoncheon was reborn as a water-friendly space where people can walk and relax, through ecological channel restoration and the creation of walking trails, transforming it from a dried-up stream.
Hoeryong Cultural Festival and Royal Procession... Reviving the 'City of Kings' with Citizens
Uijeongbu's historical identity has gained renewed attention through citizen-participatory festivals. The 40th Hoeryong Cultural Festival, held in September, is a local history and culture festival that began in 1986, presenting Uijeongbu's historical background in a citizen-participatory format. In particular, the highlight of the festival, the 'Taejo and Taejong Uijeongbu Royal Procession,' saw direct participation from over 1,000 citizens, with festival visitors totaling about 15,000 in Jeonja Village and 45,000 along the Uijeongbu procession route, for a combined total of around 60,000. The city plans to further expand Uijeongbu's identity and continue cultural-based urban development through such citizen-participatory traditional festivals.
