Busan City Seeks Newlywed Couples Without Homes... Recruiting Applicants for Housing Loan and Interest Support Program

For Newlywed Couples Without Homes, 400 Households Supported in Q1
Combined Annual Income Up to 130 Million Won and Rental Deposit Up to 400 Million Won

Busan City will be recruiting applicants for its 'Newlywed Couple Housing Loan and Interest Support Program' for the first quarter of next year. The application period runs from December 26, 2025, to January 9, 2026.


This program has been implemented since 2020 to reduce the housing cost burden for newlywed couples without homes and to create a marriage- and childbirth-friendly environment. In order to increase participation from dual-income newlywed couples and broaden the range of housing options, the city expanded the eligibility criteria last year to include couples with a combined annual income of up to 130 million won and a rental deposit of up to 400 million won.


The support includes an annual loan interest rate subsidy of up to 2.0%, with a maximum of 4 million won per year for two years. If extended, support can be provided for up to 10 years. Busan Bank will provide rental deposit loans of up to 200 million won, and the Korea Housing Finance Corporation will guarantee 100% of the loan amount.


The city plans to select 400 households for support in the first quarter. The total support target for 2026 is 1,500 households. If the number of applicants exceeds the available slots, recipients will be chosen by random lottery.


Eligible applicants are newlywed couples (within 7 years of marriage registration) or prospective newlywed couples (planning to marry within 3 months) who are registered as residents of Busan as of the application start date. Applicants must have a combined annual income of up to 130 million won and a rental deposit of up to 400 million won, and must sign a dated lease contract for a house or residential officetel by the end of the application period. Those who own a home, have a lease contract with parents, reside in public rental housing, receive basic livelihood security, have already benefited from this program, or receive support from similar programs are excluded.


Applications can be submitted via the Busan Bank mobile banking app from 9:00 a.m. on December 26, 2025, to 4:00 p.m. on January 9, 2026. The selection results will be announced on January 13, 2026, and the loan execution period will be from January 29 to March 31, 2026.


Park Seolyeon, Director of the Women and Family Affairs Bureau of the city, emphasized, "We will continue to identify areas for improvement and provide customized support so that newlywed couples can have and raise children without the burden of housing costs."
