Gangseo District Commended by Interior Ministry for Structural Innovation Without Scaling Up

2% of Personnel Reassigned with No Increase in Total Staff
Selected as an "Outstanding Local Government in Organizational Management"

Gangseo District in Seoul (Mayor Jin Gyohun) has enhanced administrative efficiency solely through strategic personnel reassignment without expanding its organizational size, earning a commendation from the Minister of the Interior and Safety.

On the 26th, Gangseo District announced that it had been selected as an “Outstanding Local Government in Organizational Management for 2025,” an award hosted by the Ministry of the Interior and Safety. Gangseo is the only district in Seoul to receive this recognition. Out of 225 districts nationwide, only 17 were selected. The award is based on a comprehensive evaluation of the thoroughness of organizational diagnosis, the effectiveness of personnel reassignment, and the ability to respond to changes in the administrative environment.


Last year, Gangseo District conducted its own organizational diagnosis and, with a task force dedicated to organizational analysis, carried out both quantitative indicator analysis and functional assessments for each department, reviewing the overall organizational structure. The district streamlined functions that were common or declining in demand, as well as similar or overlapping tasks and inefficient functions, and reassigned a total of 35 personnel (a reassignment rate of 2%) to areas with new administrative demand.


The reassigned personnel were primarily deployed to core areas directly tied to residents’ daily lives, such as disaster and safety, childbirth and childcare, and balanced regional development. In conjunction with the opening of the Magok Safety Experience Center-the first of its kind in the southwestern region-a dedicated department was established, and seven specialized staff were assigned to significantly strengthen disaster response training and safety education functions.


To address the rapidly increasing administrative demand due to low birth rates and an aging population, the district established a Childbirth and Childcare Division and a Low Birth Rate Countermeasure Team. Urban development projects such as redevelopment, reconstruction, and Moa Town, which had previously been managed separately, were consolidated under the “Balanced Development Promotion Team” at the bureau level, improving both the speed of project implementation and the efficiency of policy coordination.


The results of the organizational restructuring have become tangible. Within just over a year of opening, the Magok Safety Experience Center surpassed 150,000 cumulative visitors, operating 12 programs across six areas including fire, earthquake, and emergency response, and achieved a user satisfaction rate of 92.5%.


Mayor Jin Gyohun stated, “This award is the result of redesigning our structure to make the most of our organization rather than simply expanding it,” adding, “We will continue to respond effectively to changing administrative demands through strategic personnel management.”
