Seongnam City in Gyeonggi Province announced on the 26th that it received the Excellence Award in the field of cultural activity revitalization at the "2025 National Basic Local Government Heads Manifesto Cultural Policy Concerto" competition, in recognition of the achievements of the "Seongnam (SN) Talent" project, a gateway for emerging artists.

This competition was jointly hosted by the Korea Manifesto Implementation Headquarters and the Gangwon Special Self-Governing Province Economic Promotion Agency at Sangji University in Wonju from the 22nd to the 23rd, with the aim of sharing and spreading outstanding cultural policies and cases from local governments nationwide.
During the event, 85 cities, counties, and districts from across the country that passed the preliminary document screening presented a total of 86 outstanding cases in three categories: implementation of cultural governance, revitalization of cultural activities, and cultural infrastructure-driven urban vitality (economic revitalization).
Seongnam City introduced its "Seongnam (SN) Talent" initiative, which discovers and nurtures emerging artists through its own auditions, under the theme "Seongnam, a Performing Arts City Embracing Generations and Genres."
The "Seongnam (SN) Talent" project is a citizen-participation cultural and artistic program that discovers emerging artists in various fields such as vocals, dance, jazz, and musicals, supports professional training, and helps them perform on stages at various events hosted by the city.
This project began in 2023 with the selection of a youth professional arts group and has since expanded its stage with 10 teams and 39 members in the first year, 42 teams and 115 members last year, and 24 teams and 72 members this year.
It was highly praised for transforming citizens from mere "cultural consumers" into "cultural agents."
In addition, the city was recognized for creating an environment where local residents can naturally enjoy singing, dancing, and musicals in everyday spaces such as plazas and parks, without having to visit dedicated performance venues.
Seongnam City stated, "Next year, 15 teams and 36 members are scheduled to participate in the Seongnam (SN) Talent activities," adding, "With this award as a stepping stone, we will continue to discover and expand performance programs that embrace generations and genres throughout citizens' daily lives."
