Seoul Designates Eight New Land Transaction Permit Zones Including Haengdang-dong 300-1 [Real Estate AtoZ]

New Land Transaction Permit Zones Designated to Prevent Speculative Activities
From January 7, 2026 to January 28, 2027

The Seoul Metropolitan Government has designated eight areas (totaling 0.44㎢), selected as candidates for expedited integrated planning for residential redevelopment, as new land transaction permit zones.

On December 25, the Seoul Metropolitan Government announced that, at the 14th Urban Planning Committee's delegated subcommittee held on December 24, it approved the designation of land transaction permit zones for residential redevelopment candidate sites chosen during the 6th candidate site selection committee.


The newly designated areas are as follows: △ Haengdang-dong 300-1 area in Seongdong-gu (66,276㎡) △ Jeongneung-dong 16-179 area in Seongbuk-gu (42,810㎡) △ Suyu-dong 310-15 area in Gangbuk-gu (15,944㎡) △ Sinsa 2-dong 300 area in Eunpyeong-gu (30,743㎡) △ Sinsu-dong 250 area in Mapo-gu (44,718㎡) △ Doksan-dong 979 area in Geumcheon-gu (93,990㎡) △ Doksan-dong 1022 area in Geumcheon-gu (83,203㎡) △ Singil-dong 90-31 area in Yeongdeungpo-gu (58,162㎡), for a total of eight zones.


For efficient management, the city has set the expiration period for these newly designated zones to match that of previously selected expedited integrated planning residential redevelopment areas. The designation period for the land transaction permit zones is from January 7, 2026, to January 28, 2027.


Additionally, the city has adjusted the boundaries of the land transaction permit zones for the previously selected expedited integrated planning residential redevelopment site in Gaebong-dong 120-1, Guro-gu, and the public redevelopment site in Oryu-dong 4, to align with changes in the project area boundaries. The designated area and period remain unchanged. The designation period for Gaebong-dong 120-1 is from March 19, 2025, to April 3, 2026, and for Oryu-dong 4, from April 4, 2025, to April 3, 2026.


One public redevelopment candidate site in Guro-dong 252, Guro-gu, where the reason for designation has expired, will be removed from the land transaction permit zone list.


Once designated as a land transaction permit zone, any transfer or establishment of ownership or superficies rights for land shares exceeding 6㎡ in residential areas or 15㎡ in commercial areas must receive prior approval from the head of the relevant district office before entering into a contract.


Choi Jinseok, Director of Housing at the Seoul Metropolitan Government, stated, "Amid the recent instability in the housing market, there is still a possibility that expectations for development could lead to excessive speculative demand," adding, "We will continue to strengthen market monitoring and proactive measures to protect genuine demand and block speculative activities."
