The Youth Foundation (Chairman Oh Changseok, hereinafter referred to as "the Foundation") signed a "Memorandum of Understanding (MOU) for Establishing a Prevention-Oriented Youth Policy Framework" with the Nonprofit Organization On-gi (CEO Cho Hyunsik, hereinafter referred to as "On-gi") at the Youth Foundation in Jongno-gu, Seoul, on Wednesday, December 24.
This agreement was promoted based on a shared recognition of the need to shift from a reactive approach-where youth crises are detected and addressed after the fact-to a proactive policy system that identifies changes in young people's emotions, mental states, and relationships in advance and responds preemptively.
Through this agreement, the two organizations plan to cooperate in ▲joint research utilizing youth emotional data, ▲policy development reflecting the research results, and ▲raising public awareness of the importance of youth crisis prevention.
As part of the agreement, the Foundation hosted the "Youth Emotional Data-Based Prevention Policy Transition Forum: Discovering the Signals of Youth Minds" on the same day. The event was attended by about 70 participants, including professionals working in the field of youth support and Choi Ji-won, Youth Affairs Officer at the Presidential Office.
The forum began with the sharing of interim results from the joint research being conducted by the two organizations. They are analyzing and studying emotional data accumulated through the "On-gi Mailbox" service, which allows anyone to anonymously send their concerns and receive handwritten replies. Based on this, they plan to establish a policy foundation that enables early detection of crisis signals among young people.
Following this, Professor Kim Kyungil, a cognitive psychologist at Ajou University, gave a lecture on the theme "Language That Makes Both Myself and Others the Protagonists of Life."
Professor Kim explained, "Support from others, who are relatively free from personal interests, can actually reduce psychological burdens and effectively enhance self-efficacy and resilience."
After the lecture, a roundtable was held with participation from youth support professionals and experts. The panelists agreed on the significance of emotional support in the recovery process for young people and discussed the necessity and implementation strategies for prevention-oriented youth policies based on emotional data.

Chairman Oh Changseok of the Youth Foundation stated, "Over the past 10 years, the Foundation has operated a variety of public interest projects supporting youth and has accumulated data on changes in young people's emotions and relationships. With this agreement, we will analyze these experiences and data, translate them into policy language, and establish a more comprehensive prevention-oriented support system by detecting youth crisis signals in advance."
