"Mayor, Not the Old Days!"... Yangsan City Holds 'Y-Talk' Tea Time with Junior Civil Servants for Open Communication

Regularizing "No Protocol, No Reports, No Paperwork" Communication Sessions with Civil Servants of Less Than Five Years' Service

Why did a civil servant born in the 1990s call for a meeting with the mayor?


On December 24, Yangsan City in South Gyeongsang Province held a tea time event called "Y-Talk" with 16 junior civil servants.

"Y-Talk" stands for "Yangsan Talk, Young Talk." It is a gathering where the head of the institution and junior staff can freely converse, fostering communication and empathy.


This event was organized under the three principles of "No protocol, No reports, and No paperwork." Its aim is to promote a culture of horizontal communication within the organization and to drive improvements in organizational culture based on the aspirations of junior staff.


Sixteen civil servants with less than five years of service participated in the tea time. The session began with icebreaking activities, followed by open discussions about life at city hall, work-related concerns, and ideas for city administration.


Notably, "Y-Talk" is not a one-off event but will be held regularly on the fourth Friday of every month. The city plans to continue listening to the voices of young civil servants and reflect their input in efforts to improve organizational culture.


Jo Youngjong, Director of Communications, stated, "Through the Y-Talk tea time for junior staff, we hope to break down generational communication barriers within the public sector and incorporate the fresh ideas of young civil servants into city administration. We will continue to create a vibrant organizational culture through various communication programs."
