Evaluation of Community Social Security Plan, Support for Disability Independence, and More
Hwasun County in South Jeolla Province achieved results in four major categories, including the grand prize and the highest award in the welfare sector evaluation conducted by the government and metropolitan local governments in 2025.
On the 24th, the county announced that it had achieved outstanding results in four key areas: the evaluation of the Community Social Security Plan, support for the independence of people with disabilities, the performance evaluation of the "Our Neighborhood Welfare Task Force" operation, and the evaluation of the Regional Self-Sufficiency Center.

The county explained that its customized policies, which bring practical changes to residents' lives, and the establishment of a robust welfare safety net based on public-private cooperation, led to favorable evaluations.
In particular, welfare brands tailored to local characteristics and resident needs, such as "Hwasun Sapyeong Laundry" and "10,000-Won Rental Housing," received high praise. The county was also recognized for proactively identifying welfare blind spots through public-private partnerships and promoting resident-participatory policies, thereby raising the quality of local welfare services.
In the "Community Social Security Plan Implementation Results Evaluation" organized by the Ministry of Health and Welfare, the county received the "highest award, ranked second nationwide," marking the honor of winning the award for two consecutive years.
The county was also highly evaluated for enhancing the systematic approach and execution of its projects, based on a four-year mid- to long-term plan that intricately reflected residents' needs and local characteristics.
In the "Our Neighborhood Welfare Task Force Operation Performance Evaluation" organized by South Jeolla Province, the county was awarded the grand prize.
The Welfare Task Force, consisting of 14 teams and 271 members, resolved daily inconveniences for 514 households, earning recognition for its resident-oriented services. In particular, "Hwasun Sapyeong Laundry," which combines laundry services for vulnerable groups with regular welfare checks, was evaluated as an innovative model for the Jeonnam-style community safety net.
The county was also selected as the "top institution" for the second consecutive year in the "Disability Independence Support Pilot Project."
It received high marks for establishing a systematic independence support system, from developing customized support plans for each recipient to providing housing and daily life support and ongoing monitoring. The county's Hwasun-style operation case has become a benchmark for local governments nationwide and is setting a new milestone in welfare for people with disabilities.
The Hwasun Regional Self-Sufficiency Center, which supports the independence of low-income groups, was selected as an "excellent institution" in the performance evaluation of the Ministry of Health and Welfare, ranking among the 228 regional self-sufficiency centers nationwide.
Within just two years of starting its entrusted operation, the center achieved remarkable results, including the successful launch and management of two competitive self-sufficiency enterprises, "Smart Plus Laundry" and "Jjigae 242," and more than doubling the number of participants in self-sufficiency work programs. Additionally, by accumulating achievements such as receiving a commendation from the Ministry of Health and Welfare in the best practice contest, the center contributed to being selected as an "excellent institution."
Heo Seonsim, head of the Social Welfare Division of Hwasun County, said, "This award is the precious result of communication and cooperation between the county and its residents as one," adding, "We will continue to regard residents not just as service recipients but as reliable partners, and we will not miss even the smallest voices from the field."
