Previously, the Hankyoreh newspaper reported that when Kim was a member of the National Assembly's Land, Infrastructure and Transport Committee, he received a complimentary stay from Korean Air and stayed in the highest-class room, the 'Royal Suite.' The Hankyoreh noted that the current listed price for one night in the Royal Suite starts at 725,000 won according to the hotel's website, and estimated that the total hotel accommodation cost, including two nights and breakfast, was 1,648,000 won.

Earlier, Baek Seung-a, Floor Spokesperson for the Democratic Party, explained, "The Floor Leader did not receive the accommodation voucher directly, so he was not fully aware of the situation, and I understand that he said he 'lacked prudence.'"

In contrast, the People Power Party raised the need for a thorough investigation. Choyong Sul, spokesperson for the People Power Party, stated in a commentary, "The Improper Solicitation and Graft Act prohibits the acceptance of gifts exceeding 1 million won, regardless of job relevance, making it difficult to avoid criticism for violations," and added, "If Floor Leader Kim fails to provide an explanation that satisfies the public, an unrestricted investigation into repeated allegations of bribery and abuse of power by ruling party heavyweights will be inevitable."
