In the comprehensive integrity assessment of public institutions, Gwangju Metropolitan City was ranked in Grade 2. In contrast, Jeollanam-do received a Grade 4, which was seen as a setback.


According to the results of the public institution integrity assessment announced by the Anti-Corruption and Civil Rights Commission on December 23, Gwangju City received a perceived integrity rating of Grade 3 and an integrity effort rating of Grade 2, resulting in an overall integrity grade of 2. This is an improvement of one grade from last year.


Jeollanam-do received a perceived integrity rating of Grade 5 and an integrity effort rating of Grade 4, resulting in an overall integrity grade of 4. This is a decline of one grade from last year, with both the perceived integrity and integrity effort ratings dropping compared to the previous year.


Among the district-level basic local governments, Buk-gu in Gwangju received the highest rating among the five districts in the region, with an overall integrity grade of 2. Nam-gu, Dong-gu, and Seo-gu were each rated Grade 3, while Gwangsan-gu was rated Grade 4.


Among the city-level basic local governments in Jeollanam-do, Mokpo and Suncheon were rated Grade 3, Gwangyang and Naju were rated Grade 4, and Yeosu City received a Grade 5.


For county-level governments, Boseong County received a Grade 1, Damyang and Jindo Counties received Grade 2, Gangjin, Goheung, Gokseong, Muan, Yeonggwang, Jangseong, Jangheung, and Hampyeong Counties received Grade 3, while Gurye, Shinan, Yeongam, Wando, and Hwasun Counties received Grade 4. Notably, Boseong County has achieved the highest national rating of Grade 1 in the comprehensive integrity assessment for four consecutive years, making it the only local government in the country to do so.


The Gwangju Metropolitan Office of Education and the Jeollanam-do Office of Education each received a Grade 4, placing them in the lower ranks. Among metropolitan councils, the Jeollanam-do Provincial Council dropped one grade to Grade 2, while the Gwangju City Council remained at Grade 3, the same as last year.


Among public corporations and agencies, Jeonnam Development Corporation rose one grade to receive a Grade 1, while Gwangju Urban Corporation also rose one grade to receive a Grade 3. Among universities, Chonnam National University maintained its Grade 2 rating from last year, while Gwangju Institute of Science and Technology improved by one grade to receive a Grade 3.


Among city-level basic local councils in Jeollanam-do, Gwangyang, Naju, and Yeosu city councils were rated Grade 2, while Mokpo and Suncheon city councils were rated Grade 3.


Among county councils, Boseong County Council received a Grade 1; Goheung, Damyang, Muan, Yeongam, Wando, Jangseong, Hampyeong, Haenam, and Hwasun County Councils received Grade 2; Shinan, Jangheung, and Jindo County Councils received Grade 3; Gokseong, Gurye, and Yeonggwang County Councils received Grade 4; and Gangjin County Council received Grade 5.


Among Gwangju's district councils, Gwangsan-gu, Nam-gu, and Dong-gu councils were rated Grade 2, while Buk-gu and Seo-gu councils were rated Grade 3.
