On December 23, Jeonbuk Special Self-Governing Province announced that Deputy Governor Noh Hongseok visited the construction site of the Jeonbuk Representative Library and conducted a joint inspection to prevent winter safety accidents.

According to the province, this inspection was organized in response to the collapse accident at the Gwangju Representative Library construction site on December 11. The aim was to reconfirm the safety of representative libraries currently under construction in the province and to strengthen safety and quality management at construction sites.
On this day, private experts in architecture, electricity, telecommunications, and firefighting participated in the inspection. They checked the installation status of temporary structures such as formwork and supports, the construction status of underground soil support structures, compliance with design documents, whether workers were wearing safety equipment, and adherence to safety management manuals.
Deputy Governor Noh Hongseok asked site officials to prioritize safety management along with thorough quality assurance. He instructed them to preemptively check risk factors for each process throughout the construction and to further strengthen the on-site management system, focusing on the safety management supervisor.
The province plans to continue strengthening special safety management by conducting joint on-site inspections with experts every month until the completion of the structural framework work, following this inspection.
Previously, to prepare for the winter season, which is relatively vulnerable to safety accidents, the province conducted a site inspection on December 3 with the Industrial Safety Monitoring Team. The day after the Gwangju collapse accident, an emergency safety inspection was also carried out jointly with a professional safety diagnosis company.
Noh Hongseok, Deputy Governor of Jeonbuk Special Self-Governing Province, stated, "The representative library will be established as a cultural landmark that embodies the knowledge and daily life of our residents. We will spare no administrative support to ensure its safe and robust completion."
Meanwhile, the Jeonbuk Representative Library is a regional hub complex cultural facility with a total project cost of 60 billion won, aiming to open in 2027. It is being built on a 29,400-square-meter site in Gijije Culture Park, Deokjin-gu, Jeonju, with a total floor area of 10,517 square meters, comprising one basement level and four above-ground floors. The groundbreaking ceremony was held in May, marking the start of full-scale construction. Currently, the first-floor framework is underway, with the overall progress rate at approximately 24%.
