Paju City in Gyeonggi Province has been recognized for establishing a stable, community-based care system accessible to all citizens, winning the top prize for two consecutive years in Gyeonggi Province's 'Nuguna Care' program.
The 'Nuguna Care' program is one of Gyeonggi Province's flagship community-oriented care initiatives, launched in January 2024. Paju City provides seven major care services to residents who have difficulty moving or experience care gaps: daily living support, accompaniment care, housing safety, meal assistance, temporary protection, medical rehabilitation, and psychological counseling.
In 2025 alone, Paju City delivered a total of 2,495 care services to 1,497 individuals, making significant efforts to identify those in need of care through on-site visits.
Notably, the city established Nuguna Care service hubs in vulnerable areas such as rental apartment complexes, operated programs like 'Sharing Refrigerator' and 'If We’re Together in Our Neighborhood,' and linked a variety of public-private resources. These efforts enabled the city to proactively identify and support high-risk households that had previously gone unnoticed by existing systems, earning high praise.
For example, Mr. A, an elderly resident in his 80s living alone in Munsan-eup, faced difficulties after acute surgery and hospital discharge. However, through Nuguna Care, he received integrated support for daily living, meals, and accompaniment, allowing him to maintain a stable routine within the community.
A Paju City official stated, "Winning the top prize for two consecutive years is the result of our field-oriented and comprehensive care system," adding, "We will continue to strengthen our care system so that anyone can receive help whenever needed."
