Anti-Corruption and Civil Rights Commission Announces Results of 2025 Local Council Comprehensive Assessment
The Gangwon Special Self-Governing Provincial Council (Chairman Kim Sisung) has clearly demonstrated its achievements in integrity innovation to the public by achieving a Grade 3 (78.3 points) in the 2025 Comprehensive Integrity Assessment, organized by the Anti-Corruption and Civil Rights Commission, marking an improvement of one grade compared to the previous year.
In particular, the Gangwon Special Self-Governing Provincial Council achieved a notable accomplishment by moving up two grades in two consecutive years, from Grade 5 in 2023 to Grade 4 in 2024, and now to Grade 3 this year. This meaningful result shows that the council, which had previously remained at the lowest level of integrity, is now recovering and advancing rapidly thanks to systematic policy implementation and continuous improvement efforts.
In this assessment, the council received a high score of 91.4 points in the "efforts for integrity" category. This is highly significant because various policies promoted to establish an anti-corruption system-such as proactively addressing corruption risk factors, strengthening the conflict of interest prevention system, and enhancing the effectiveness of integrity education for senior officials-have led to tangible changes and results, going beyond the mere introduction of new systems.
Furthermore, the council was recognized for significantly enhancing transparency in its legislative activities by improving the fairness of the contractor selection process and establishing a robust system to prevent illegal and unjust acts. These efforts have contributed to restoring public trust and establishing a culture of integrity that residents can truly experience.
Regarding these results, the Gangwon Special Self-Governing Provincial Council stated, "The steady improvement in our grade since 2023 is not a temporary achievement, but a clear sign that policies to make integrity a core value in council operations are taking firm root within the organization."
Chairman Kim Sisung emphasized, "This achievement is the result of both the council members and the council secretariat staff constantly reflecting, striving for change, and working toward the same goal. Integrity is not a choice but a fundamental duty of the council and a promise to our residents. We will not stop here; we will continue to build a more trusted Gangwon Special Self-Governing Provincial Council by setting even higher standards of integrity and operating transparently.
