Gangwon Special Self-Governing Province (Governor Kim Jintae) held the "30th Anniversary Conference of Elected Local Government" (hereinafter referred to as the "Conference") under the theme "30 Years Achieved Together, 100 Years to Achieve Together" to commemorate the 30th anniversary of elected local government, sharing the achievements of 30 years of Gangwon's local autonomy and future strategies for the next 100 years with the residents.

More than 200 residents and experts attended the conference, which was held at the Bears Hotel in Chuncheon on December 22.


The conference began with a commemorative video highlighting the major achievements and history of the 30 years of local autonomy from the 1st to the 8th elected administrations. This was followed by a special lecture by Lim Jeongbin, President of the Korean Association for Local Government Studies, and an expert panel discussion moderated by Bae Sanggeun, President of the Gangwon Research Institute.


In his special lecture titled "Evaluation and Challenges of 30 Years of Local Autonomy," Lim Jeongbin, President of the Korean Association for Local Government Studies, presented the historical development of local autonomy in South Korea and outlined key challenges for the future.


Next, lawyer Jeong Seonghee, who previously served as Chief Expert Member of the National Assembly Secretariat's Legislation and Judiciary Committee, gave a presentation on "The Status and Response to the Gangwon Special Act." Kim Seokjung, Senior Research Fellow at the Gangwon Research Institute, spoke on "Policy Changes in Gangwon's Regional Industries and Directions for Future Industry Development," and Kim Changgyun, former Professor of Transportation Engineering at Kwandong University, presented on "Building and Innovating Gangwon's SOC Transportation Infrastructure." These presentations were followed by an enthusiastic discussion with the residents in attendance.


In particular, the multiple amendments to the Gangwon Special Act, the fostering of Gangwon-style advanced future industries, and the development of Gangwon's SOC infrastructure were highlighted as key initiatives for establishing Gangwon Special Self-Governing Province as a global city for future industries.


Governor Kim Jintae stated, "Yesterday, the three major cities of Chuncheon, Wonju, and Gangneung were designated as the Gangwon Research and Development Special Zone for the first time in ten years as a united front." He added, "Although the requirements for designation were relaxed under the Gangwon Special Act, individual cities could not meet the criteria, so they joined forces to take on the challenge together."

He went on to say, "We will also proceed as planned with the Osaek Cable Car project, which is being promoted for the first time in 41 years," and added, "In particular, thanks to the Gangwon Special Act, we are now able to handle the environmental impact assessment authority ourselves, which had previously been a challenge for the Osaek Cable Car project."
