Institutional Basis for Expanding Allowance Eligibility Established with Provincial Council Approval
From March Next Year, 50,000 Won Monthly Allowance for First and Second Grade Middle School Students
The Jeonnam Provincial Office of Education has established an institutional foundation to gradually expand the eligibility for the Jeonnam Student Education Allowance to include middle and high school students.
The office announced on December 22 that the original draft of the partial amendment to the "Ordinance on the Payment of the Jeonnam Student Education Allowance" was passed at the 3rd plenary session of the 2nd regular meeting of the Jeollanam-do Provincial Council on December 9.
This amendment was promoted to address the issue of overlapping allowances for lower-grade elementary school students who also receive the child allowance, and to reorganize the educational welfare system to better suit the characteristics of each educational stage.
According to the amended ordinance, first and second grade elementary school students who receive the child allowance will continue to receive the education allowance until February 2026, after which the payment structure for elementary students will be adjusted.
Starting in March next year, first and second grade middle school students will receive a monthly student education allowance of 50,000 won. The funds previously allocated for lower-grade elementary school students will be redirected to support educational welfare for middle school students.
The office plans to gradually expand the allowance to include middle and high school students after comprehensively reviewing financial conditions, policy effectiveness, and investment responses from local governments. In particular, the office will promote educational welfare policies to enhance students' growth and learning experiences through initiatives such as the "Visiting Symbiotic Economy Classroom," the development and distribution of workbook e-books, and strengthened management of student-directed allowance usage.
Kim Jongman, Director of the School-age Population Policy Division, stated, "With the cooperation of the provincial council, we have established an institutional foundation for the student education allowance to develop into an educational welfare policy that reflects the characteristics of each educational stage," adding, "We will ensure that all students receive stable support necessary for learning and growth by operating the allowance system efficiently."
